Job Overview: The Programme Management Specialist (UNV) position is located within the APR division of IFAD in Islamabad, Pakistan. The incumbent will work under the direct supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director of the Pakistan Country Office. This role is crucial for supporting the IFAD Pakistan Country Office in various aspects of program coordination, portfolio monitoring, and stakeholder engagement. The position aims to strengthen implementation support, documentation, reporting, and coordination across IFAD-financed projects in Pakistan. The incumbent will provide technical and coordination support for activities related to rural development, climate-resilient livelihoods, rural enterprise promotion, and inclusive value chain development. This assignment offers the UN Volunteer an opportunity for professional learning and exposure to IFAD operations while contributing to significant development initiatives.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including: supporting the implementation of IFAD’s country program activities and ensuring alignment with national priorities; preparing technical inputs and analytical materials related to agricultural development and poverty reduction; assisting in project design and preparation; monitoring IFAD-financed projects to ensure effective delivery of results; coordinating with Project Management Units (PMUs) and tracking portfolio performance indicators; supporting communication and collaboration with government institutions and development partners; preparing briefing materials for technical meetings; analyzing project recommendations to inform government policies; and undertaking additional tasks as assigned by the Country Director to support effective program implementation.
Required Qualifications: Candidates must possess strong organizational and planning skills, the ability to work independently and under pressure, and a commitment to personal performance and self-development. They should demonstrate teamwork capabilities, effective communication skills, analytical competence, initiative, good judgment, and proficiency in computer skills, particularly in Windows-based applications. Knowledge of IFAD's Code of Conduct and relevant ethical guidelines is also required.
Educational Background: A relevant educational background is essential for this position, typically requiring a degree in fields related to agricultural development, rural economics, or a similar discipline. Advanced degrees may be preferred, depending on the specific requirements of the role.
Experience: Candidates should have a demonstrated level of experience in program management, particularly in rural development and poverty alleviation initiatives. Additional Notes: This position is a national UNV assignment, which means the volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service.
