Job Posting Organization:
The United Nations Population Fund (UNFPA) is a United Nations agency established to create a world where every pregnancy is wanted, every childbirth is safe, and every young person can realize their potential. The organization has set three transformative results to be achieved by 2030: (i) ending preventable maternal deaths; (ii) ending unmet needs for family planning; and (iii) ending gender-based violence and harmful practices, including female genital mutilation and child, early, or forced marriages. The UNFPA country office in Morocco is currently executing the 10th Country Programme (2023–2027) in partnership with the Government of the Kingdom of Morocco and other national and international partners. The objectives of the country programme are to achieve universal access to sexual and reproductive health, enable the population to realize their reproductive rights, and reduce maternal mortality, thereby improving the lives of women, adolescents, and youth.

Job Overview:
The evaluation of the 10th Country Programme (2023–2027) is a critical initiative that aims to assess the relevance and performance of the programme while expanding the evidence base for the design of the next programming cycle. The evaluation will cover all interventions in the four thematic areas of the country programme implemented in Morocco during the programme period. These thematic areas include sexual and reproductive health and rights, adolescents and youth, gender equality and women's empowerment, and population dynamics. The evaluation will also address cross-cutting issues such as equitable access to services, universal health coverage, and the principle of 'leaving no one behind', as well as horizontal functions like inter-agency coordination, monitoring and evaluation (M&E), innovation, resource mobilization, and strategic partnerships. The evaluation will be conducted by a multidisciplinary team of consultants who collectively possess the necessary qualifications and experience to design and implement a methodologically robust evaluation covering all thematic areas of the country programme.

Duties and Responsibilities:
The evaluation team will be responsible for designing the evaluation framework, conducting data collection and analysis, and reporting findings to stakeholders. Specific duties include:
  • Developing a comprehensive evaluation plan that outlines the methodology, data collection tools, and analysis strategies.
  • Coordinating with UNFPA Morocco and regional office staff to ensure alignment with organizational goals and standards.
  • Engaging with stakeholders, including government representatives, civil society organizations, and beneficiaries, to gather insights and feedback.
  • Analyzing quantitative and qualitative data to assess the effectiveness, efficiency, and impact of the country programme.
  • Preparing and presenting evaluation reports that summarize findings, conclusions, and recommendations for future programming.
  • Ensuring that the evaluation adheres to ethical standards and respects the rights and confidentiality of participants.
  • Providing capacity-building support to national evaluators and stakeholders involved in the evaluation process.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies, particularly in the context of international development and public health. Required qualifications include:
  • Advanced degree in social sciences, public health, evaluation, or a related field.
  • Proven experience in conducting evaluations of similar scope and complexity, preferably in the field of sexual and reproductive health.
  • Strong analytical skills and proficiency in both qualitative and quantitative research methods.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNFPA's mission and strategic objectives, as well as the broader context of population and development issues.

Educational Background:
A master's degree or higher in social sciences, public health, evaluation, or a related field is required. Candidates with a PhD or equivalent advanced qualifications will be given preference. Additional certifications in evaluation or related methodologies are advantageous.

Experience:
Candidates should have a minimum of 5 years of relevant experience in evaluation, particularly in the areas of sexual and reproductive health, gender equality, and youth empowerment. Experience working with UN agencies or similar international organizations is highly desirable. Proven track record of leading evaluation teams and managing complex evaluation projects is essential.

Languages:
Fluency in French is mandatory, as all documentation and communication will be conducted in French. Proficiency in English is an asset, and knowledge of Arabic is also beneficial, particularly for engaging with local stakeholders and communities.
