Job Overview:
The Finance and Administration Officer position at WFP is crucial for supporting the effective management of financial resources and administrative services within the Country Office. The role involves overseeing financial operations, ensuring compliance with internal controls, and providing core administrative support to facilitate the delivery of humanitarian assistance. The officer will be responsible for developing and implementing financial policies, managing budgets, and preparing financial reports for stakeholders. This position requires a proactive approach to identifying areas for improvement in financial management and ensuring that resources are utilized efficiently to maximize the impact of WFP's programs. The officer will also play a key role in fostering a culture of accountability and transparency within the organization, contributing to WFP's mission of saving lives and changing lives.

Duties and Responsibilities:
  • Support the development and implementation of Standard Operating Procedures, Guidelines, and Policies to enhance financial management and reporting.
  • Lead and coordinate the finance unit's operations, including task allocations, staff appraisals, and recruitment processes.
  • Prepare routine and ad-hoc financial reports for internal and external stakeholders.
  • Oversee the allocation of expenditures to programmatic budgets and ensure compliance with approved budgets and workplans.
  • Manage Direct Support Costs (DSC), Programme Support and Administration (PSA) budgets, and monitor expenditures on programmatic activities.
  • Review staff cost allocations to ensure they are accurately charged to programmatic activities.
  • Support the implementation of internal and external audit recommendations and conduct oversight visits.
  • Manage routine payments processes and ensure timely financial reporting.
  • Represent the finance unit at internal and external meetings with partners and stakeholders. 1
  • Guide and supervise junior staff, providing support for complex analyses and queries. 1
  • Perform other general financial and administrative duties as assigned by the supervisor.

Required Qualifications:
  • Advanced University degree in Finance, Business Administration, Accounting, or related fields, or a First University degree with additional years of relevant work experience.
  • Partial or Full Professional accounting qualifications from an internationally recognized professional accountancy body (e.g., ACCA, CPA).
  • Strong analytical skills and the ability to interpret complex financial data.
  • Excellent communication skills, both written and verbal, with the ability to present financial information clearly to diverse audiences.
  • Proven ability to work collaboratively in a team environment and across different units.

Educational Background:
Candidates must possess an Advanced University degree in Finance, Business Administration, Accounting, or related fields. Alternatively, a First University degree in the same subjects combined with additional years of relevant work experience is acceptable. Professional accounting qualifications from recognized bodies such as ACCA or CPA are also required, demonstrating a solid foundation in financial principles and practices.

Experience:
Candidates should have at least 6 years of relevant professional experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reporting, preferably at a national or field operational level. Experience in using Enterprise Resource Planning (ERP) systems, such as SAP, is highly desirable. Familiarity with Microsoft Office, particularly advanced proficiency in Excel, is essential for data analysis and reporting. The ability to analyze large datasets and identify process improvements is crucial for this role.

Languages:
Fluency in English (both oral and written) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
