Job Overview: The Economic Recovery Project Manager plays a crucial role within the Danish Refugee Council's team in Rakhine, Myanmar. This position is primarily based in Sittwe, with the expectation of regular travel to project areas. The manager is responsible for overseeing the quality and timely execution of Economic Recovery and livelihoods projects in villages and internally displaced persons (IDP) camps throughout Rakhine state. This includes managing partner programs and leading a project team while representing DRC in relevant clusters and working groups. The role encompasses a variety of sector activities such as business development training, small and medium enterprise (SME) development, cash assistance programs, vocational training, and agricultural production initiatives. The Economic Recovery Project Manager is expected to ensure that all project activities align with DRC's strategic objectives and adhere to donor requirements, while also fostering collaboration with other sectors within DRC's operations.
Duties and Responsibilities: The Economic Recovery Project Manager is tasked with a comprehensive set of responsibilities that include: coordinating, planning, and monitoring livelihoods project activities to ensure compliance with sector, donor, and internal guidelines; ensuring high-quality sectoral interventions and adherence to best practices; leading the livelihoods projects to ensure timely deliverables and effective reporting; developing operational tools and training modules; providing input for donor reports and project proposals; managing project budgets and ensuring financial compliance; collaborating with the MEAL manager to implement a monitoring and evaluation plan; representing DRC in sector meetings; facilitating knowledge sharing across teams; and driving the development of relevant programs in line with DRC's objectives. The manager is also responsible for accountability initiatives within the Economic Recovery program and ensuring compliance with DRC policies and procedures.
Required Qualifications: Candidates must possess a Master’s degree in a relevant field such as international studies, business development, economics, or agricultural production, along with evidence of further specialized training. A certificate in project management is considered an asset. Additionally, a minimum of four years of experience in managing or leading livelihoods projects in emergency or early recovery contexts is required, along with at least four years of experience in people management. Candidates should demonstrate practical experience in income generation projects, vocational training, cash for work programming, and community-led development actions. Strong interpersonal and communication skills for engaging with external audiences, including governments and donors, are essential, as is experience in conflict contexts or humanitarian responses.
Educational Background: The position requires a Master’s degree in a relevant field, such as international studies, business development, economics, or agricultural production. Further specialized training in project management or related areas is advantageous, as it enhances the candidate's ability to effectively manage projects and lead teams in complex environments.
Experience: The Economic Recovery Project Manager should have a minimum of four years of relevant experience in managing or leading livelihoods projects, particularly in emergency and early recovery contexts. This experience should include a strong background in people management, demonstrating the ability to lead teams effectively and manage performance. Candidates should also have experience in producing high-quality technical materials and managing budgets, as well as familiarity with monitoring and evaluation processes.
Languages: Full professional proficiency in English and Myanmar is mandatory for this position. Knowledge of local languages is considered an asset, as it can enhance communication with local communities and stakeholders.
Additional Notes: The contract offered by DRC will be a regular contract that includes a three-month probation period. The position is renewable based on funding availability and performance. The salary and conditions will align with DRC’s Terms of Employment, and the position is classified within Employment Band F-management.
