Job Overview: The Financial Control Analyst position is integral to the Trust Fund and Administrative Expense Division (CTFA) or the administration" style="border-bottom: 1px dotted #007bff !important;">Loan Administration Division (CTLA) within the Controllers Department (CTL) of ADB. This role is based at the Thailand Resident Mission in Bangkok and involves reporting to designated Technical International staff and officers. The primary responsibilities include managing accounting and financial administration tasks related to disbursement for ADB's technical assistance claims and administrative expense transactions. The analyst will ensure compliance with fiduciary and internal financial control standards while supporting ADB's Organizational Resilience (OR) and Business Continuity preparedness. The role requires a proactive approach to processing transactions, verifying eligibility and accuracy, and preparing management reports. The Financial Control Analyst will also participate in enhancing IT systems for Business Travel and contribute to the development and implementation of the OR plan, ensuring that ADB's operations remain resilient during disruptions.
Duties and Responsibilities: The Financial Control Analyst will undertake a comprehensive range of duties, including but not limited to: supporting the processing of administrative expense and technical assistance transactions by verifying their eligibility and accuracy; ensuring compliance with ADB policies and contract terms; reviewing travel accounts data for consistency and propriety; performing financial data analysis and preparing management reports; participating in the development and enhancement of IT systems for Business Travel; processing TA claims disbursement and liquidation vouchers for consultants and contractors; ensuring compliance with contract provisions and ADB policies; collaborating effectively within cross-cultural teams; processing transactions to ensure validity and adherence to accounting policies; assisting in the preparation and revision of the OR plan; organizing and implementing training for CTL's activities following the OR plan; and participating in OR simulations and exercises in collaboration with various ADB divisions and departments.
Required Qualifications: Candidates must possess a Bachelor's degree in Accounting, Business Administration, or Finance. A Certified Public Accountant (CPA) or equivalent designation is preferred. Extensive knowledge of accounting standards, systems, and reporting requirements prevalent in international institutions is essential. Candidates should have at least 5 years of accounting or auditing experience, particularly with computerized accounting systems in large organizations. Proficiency in ADB standard software and similar programs used by multilateral development banks, such as Oracle ERP and SAP, is required.
