Job Overview: The Assistant Regional Director (ARD) plays a crucial role under the responsibility of the Regional Director, contributing to the implementation of Humanity & Inclusion's mandate and strategy. The ARD is responsible for driving the programmatic development of social missions within their technical scope and ensuring that the quality and impact of projects in the region are optimized according to the priorities defined in the Technical Strategies. This position serves as the focal point for operations and emergencies in the region, collaborating closely with the Regional Director and the Senior Management Team (SMT). The ARD is also involved in the progressive structuring of the East Africa Division, focusing on skill development within the organization. The role requires a proactive approach to monitoring and implementing HI strategies and policies, contributing to capacity building, and leading emergency preparedness and response efforts.
Duties and Responsibilities:
Control Tower: Monitor the implementation of HI strategies and policies, ensuring that internal checklists are designed and utilized by each department for regular internal control and spot checks during country visits. Propose and organize change management initiatives and contribute to organizational transformation. Alert the Regional Director or relevant services in case of issues and support internal investigations on specific cases as required.
Capacity Builder: Contribute to the improvement of skills in the Field Project Management professional channel by establishing consolidated training needs, organizing relevant training courses, and facilitating program communities of practice. Mentor senior operational staff and contribute to the recruitment and assessment of these positions.
Emergency Preparedness and Response: Lead the definition and implementation of the regional REACT action plan, improve practices on emergency response, and maintain a humanitarian alert system. Support Country Managers in defining and implementing their country’s REACT action plans.
Management: Replace a Country Manager during their absence and support the Regional Director in organizing coordination meetings and annual workshops.
Operation Strategy and Steering: Ensure consistency between funding strategies, technical strategies, and partnership strategies. Lead the development and monitoring of the future Operational Strategy for the Region and ensure compliance with donor rules and contractual commitments.
Required Qualifications: Candidates must possess at least 10 years of proven experience in operations and team management within an international humanitarian context. Strong leadership skills and the ability to work effectively with multicultural teams are essential. Candidates should demonstrate strategic thinking capabilities and the ability to develop operational and partnership strategies at a regional level. Excellent representation skills and capacity building expertise are also required, along with the ability to analyze context and stakeholder landscapes effectively. Experience in safeguarding and prevention of abuses is mandatory.
Educational Background: A relevant educational background is required, typically including a degree in international relations, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in humanitarian assistance or project management may be advantageous.
Experience: Candidates should have a minimum of 10 years of experience in operations and team management in an international humanitarian context. This experience should include significant leadership roles and a proven track record of developing and implementing operational strategies.
Languages: Fluency in both French and English is mandatory for this position. Proficiency in additional languages relevant to the East Africa region would be considered an asset, enhancing communication and collaboration with local stakeholders.

The contract includes social coverage adapted to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at €3,232 gross per month, with additional per diem allowances based on the country of assignment. The role is unaccompanied, with provisions for travel costs and allowances for children if applicable. Paid leave is 25 days per year, with additional rest and recuperation days based on the mission level.
