Job Overview: The Officer ICLA position is a critical role within the NRC, focusing on the implementation of the Information, Counseling, and Legal Assistance (ICLA) project in the Maradi region of Niger. This position requires a dedicated and qualified individual who will actively contribute to NRC's mission by ensuring effective management of administrative and human resources to meet the project's objectives. The Officer will be responsible for the daily execution of project activities, ensuring adherence to NRC policies and guidelines, and maintaining a high standard of service delivery to beneficiaries. The role involves engaging with various stakeholders, assessing the needs of displaced populations, and providing legal assistance and information to those affected by displacement. The Officer will also play a key role in capacity building and training of local staff and community members, ensuring that the project is responsive to the evolving needs of the community.
Duties and Responsibilities: The Officer ICLA will have a comprehensive set of responsibilities, including but not limited to: ensuring compliance with NRC policies, manuals, and guidelines; implementing the delegated portfolio of activities in accordance with the action plan; preparing project progress reports as requested by supervisors; maintaining accurate documentation and archiving of project-related documents; ensuring that project activities target the most vulnerable beneficiaries and exploring innovative ways to provide assistance; communicating recommendations from management to field teams and following up on their implementation; fostering constructive relationships with project stakeholders to ensure efficient project implementation; centralizing information related to the context and legal situation of displaced persons; consolidating and analyzing data from needs assessments; proposing responses to identified needs; evaluating needs and analyzing risks of statelessness; ensuring efficient implementation of the statelessness project in Maradi; developing coherent strategies for information and counseling themes; verifying the completeness of forms filled by ICLA assistants; collecting relevant data for advocacy related to land access and conflicts; participating in the design of training modules and organizing training activities; informing the coordinator of any challenges faced during project implementation; identifying and strengthening local dispute resolution structures; supporting ICLA assistants and monitoring project implementation; sharing updates on national legal frameworks that may inform advocacy initiatives; providing expertise in drafting narratives and budgets for donors; and participating in the strategic development of project activities in relation to the specific context of Niger.
Required Qualifications: The ideal candidate for the Officer ICLA position should possess a Master's degree or higher in law or a related field. A minimum of three years of cumulative experience in legal assistance, conflict management, or similar roles is required. Candidates should have a deep understanding of the Maradi region's context and experience working with displaced populations. Knowledge of local languages is considered an asset. Additionally, candidates should demonstrate professional competencies, including strong analytical skills, the ability to work in complex and unstable environments, and experience in organizing and facilitating adult training sessions. Proven results in previous roles and the ability to communicate effectively in English are also advantageous.
Educational Background: Candidates must have a relevant educational background, specifically a Master's degree or higher in law or a related field.
