Job Overview:
The Emergency/Shelter Project Manager will play a crucial role in the implementation of a new project in Mozambique, which is funded by the US Pool Fund and has a duration of six months. This position involves overseeing shelter and emergency activities, ensuring that the project meets its objectives while adhering to NRC policies and donor requirements. The successful candidate will be responsible for implementing the technical portfolio of the Emergency/Shelter project, which includes conducting needs assessments, preparing bills of quantities, and ensuring high technical quality in all project deliverables. The role also requires regular reporting to the Emergency Project Manager and collaboration with local authorities and stakeholders to ensure that the project effectively targets beneficiaries in need. The position emphasizes capacity building for project staff and the promotion of IDP rights in line with NRC's advocacy strategy.

Duties and Responsibilities:
The Emergency/Shelter Project Manager will have a wide range of duties and responsibilities, including:
  • Providing technical support and leadership to partners and communities involved in Shelter/Emergency Response activities, ensuring compliance with minimum standards.
  • Implementing a pilot program for digital vouchers in emergency response, collaborating with the program unit and logistics.
  • Monitoring and reporting on project activities, ensuring quality control and compliance with reporting requirements.
  • Preparing technical documentation, including bills of quantities and scope of works, in accordance with NRC policies and management requirements for emergency responses and shelter activities.
  • Promoting ideas for improvement and necessary changes in project activities, ensuring that the project remains responsive to the needs of beneficiaries.
  • Liaising with local authorities and stakeholders to foster collaboration and support for project initiatives.
  • Ensuring that project staff receive adequate training and capacity building to enhance their skills and effectiveness in implementing project activities.

Required Qualifications:
Candidates for the Emergency/Shelter Project Manager position should possess the following qualifications:
  • A minimum of three years of experience in humanitarian project implementation, particularly in managing and supervising cash and voucher assistance projects.
  • Proven technical and managerial skills, with experience in complex and volatile contexts.
  • Experience in managing and supervising construction or rehabilitation projects, preferably with private or humanitarian actors.
  • Technical engineering expertise or experience in emergency response activities.
  • Documented results related to the responsibilities of the position, demonstrating the ability to achieve project goals.
  • Strong leadership skills and self-awareness regarding one's leadership profile.
  • Fluency in Portuguese and English, as well as proficiency in one or more local languages from Cabo Delgado.

Educational Background:
The ideal candidate for this position should have a relevant educational background, typically a degree in engineering, project management, or a related field. Advanced degrees or specialized training in humanitarian response, shelter management, or emergency management would be advantageous and may enhance the candidate's suitability for the role.

Experience:
The position requires a minimum of three years of experience in humanitarian project implementation, with a focus on managing and supervising cash and voucher assistance projects. Candidates should have experience working in complex and volatile contexts, demonstrating the ability to adapt to challenging environments. Experience in managing construction or rehabilitation projects, particularly in collaboration with private or humanitarian actors, is essential. Additionally, candidates should have a strong track record of technical engineering expertise or experience in emergency response activities, showcasing their ability to deliver results in high-pressure situations.

Languages:
Fluency in Portuguese and English is mandatory for this position, as effective communication with local communities, stakeholders, and team members is crucial. Additionally, proficiency in one or more local languages from Cabo Delgado is highly desirable, as it will facilitate better engagement with beneficiaries and enhance the project's impact.
