Job Overview:
The Human Resources Assistant plays a crucial role in supporting the HR functions within the OHCHR. This position is responsible for delivering HR services to a global client base, which includes recruitment, placement, administration of entitlements, staff development, and general HR support. The HR Assistant will work closely with HR Officers and other staff to ensure that HR policies and procedures are effectively implemented. The role requires a proactive approach to managing HR processes, ensuring compliance with UN regulations, and providing excellent service to staff members. The HR Assistant will also be involved in training and supporting new staff, maintaining HR databases, and preparing reports on HR metrics. This position is vital for maintaining the efficiency and effectiveness of the HR department, contributing to the overall mission of the OHCHR.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a variety of tasks, including but not limited to: participating in the recruitment process by evaluating and screening applications, preparing candidate profiles, conducting preliminary interviews, and managing vacancy announcements. The assistant will also handle the administration of entitlements by reviewing requests and processing claims, maintaining reference tables, and ensuring compliance with HR policies. Additionally, the HR Assistant will assist in organizing training courses and workshops, providing logistical support, and conducting exit interviews for departing staff. The role requires maintaining HR-related automated systems, preparing correspondence, and providing general office support. The HR Assistant will also be responsible for training and supervising lower-level staff, ensuring that all HR functions are carried out efficiently and effectively.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A strong understanding of human resources policies and procedures is essential, along with the ability to interpret and apply these in an organizational context. The ideal candidate will demonstrate professionalism, initiative, and the ability to manage multiple tasks effectively. Strong communication skills and the ability to work collaboratively with diverse teams are also required. Candidates should be detail-oriented and capable of maintaining confidentiality in all HR matters. Knowledge of HR management systems and experience in data analytics are considered advantageous.

Educational Background:
A high school diploma or equivalent is required for this position. While a first-level university degree or higher can reduce the minimum experience requirement, it is not mandatory. Candidates with relevant educational qualifications in human resources, business administration, or related fields may have an advantage in the selection process.

Experience:
A minimum of seven years of progressively responsible experience in human resources management, administrative services, or a related area is required. However, this requirement is reduced to five years for candidates who possess a first-level university degree or higher. Candidates must also have at least two years of experience with multiple Human Resources modules of an ERP system and experience providing HR support in both headquarters and field offices. Experience in data analytics or related areas is desirable, as it can enhance the candidate's ability to contribute to HR functions effectively.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, with a minimum level of III according to the UN Language Framework. French is considered desirable, with a minimum level of II. Candidates should be able to read, write, listen, and speak in English at a high level, while proficiency in French is beneficial for communication within the organization.
