Job Overview: The Finance Manager is responsible for overseeing the financial operations of the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Kenya. This role requires strategic financial leadership, ensuring that financial practices align with the division's goals. The Finance Manager will manage the budgeting and forecasting processes, oversee financial reporting, and ensure the accuracy and integrity of financial data. This position involves developing advanced financial models, conducting variance analysis, and driving financial decision-making. The Finance Manager will also manage sub-recipient monitoring, ensuring compliance with donor and organizational requirements, and addressing any financial issues that arise. Additionally, the role includes optimizing resource allocation to support strategic priorities, overseeing financial systems and tools, and playing a key role in risk management by developing strategies to mitigate financial risks. The Finance Manager will also provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP) and may require knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).
Duties and Responsibilities: The Finance Manager's duties include overseeing data collection and ensuring accuracy, interpreting complex analyses for decision-making, reviewing and approving monthly financial reports, finalizing financial reports for funders, overseeing the budgeting and forecasting process, monitoring and approving project expenditures, approving financial models, conducting variance analysis, ensuring financial records are up to date, collaborating with project managers on resource requirements, monitoring sub-award financials, communicating financial insights to senior management, participating in financial reporting for annual workplans, coaching and mentoring finance staff, managing confidential financial data, and leading financial aspects of strategic planning. The role also involves ensuring compliance with donor and organizational requirements, addressing financial integrity of sub-recipients, and performing other duties as assigned.
Required Qualifications: Candidates must possess comprehensive knowledge of accounting concepts, practices, and procedures, as well as financial controls and information systems. Excellent oral and written communication skills are essential, along with strong organizational and presentation skills. Project management skills are also crucial, as is the ability to influence and negotiate effectively. Familiarity with state and federal laws impacting financial analysis and management controls is required, along with knowledge of Sarbanes-Oxley (SOX) and automated financial reporting systems. Candidates should have a sound understanding of Generally Accepted Accounting Principles (GAAP) and possess excellent organizational, supervisory, leadership, and managerial skills. The ability to provide strategic leadership and collaborate with colleagues is also necessary.
Educational Background: A Bachelor's Degree or its International Equivalent in Business Administration, Information Management, Finance, Accounting, Analytics, Operations, Marketing, or a related field is required. A full professional accounting certification (CPA or ACCA) is mandatory, and additional relevant training will be advantageous.
Experience: Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in a management role and 3 years working at the corporate or organizational level. Experience with complex awards and contracts, as well as managing sub-awards, is preferred. Prior work experience in a non-governmental organization (NGO), an international organization, and with USG funding is also preferred.
Languages: Fluency in English is mandatory, and candidates should also be fluent in the host country language as appropriate. Strong communication skills in both languages are essential for effective collaboration and reporting.
Additional Notes: This position is a career-level managerial role that operates under broad direction with considerable latitude for independent action. The Finance Manager will motivate, mentor, and manage individuals and groups from diverse backgrounds, ensuring high-quality and timely work delivery. The expected hiring range for this role is KES 4,333,333 to KES 6,000,000 annually for basic salary, with considerations for relevant experience and education.
