The consultancy is part of a project funded by the United Kingdom’s CARA Fund (Climate Action for a Resilient Asia) and is implemented by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Job Overview:
This consultancy role is crucial for the implementation of the ESCAP project aimed at enhancing urban resilience in South and Southeast Asia. The consultant will focus on Iloilo, Philippines, developing a comprehensive urban heat action plan that addresses the adverse effects of urban heat. The role involves conducting a baseline assessment, mapping urban heat vulnerability zones, and creating strategies that incorporate nature-based solutions. The consultant will work closely with city officials and stakeholders to ensure that the action plan is gender-mainstreamed and disability-aware, reflecting the project's commitment to GEDSI principles. The consultant will also facilitate workshops to raise awareness and engage with vulnerable populations, ensuring their participation in the planning process.

Duties and Responsibilities:
The consultant will be responsible for leading the finalization of a comprehensive baseline assessment report for Iloilo, which includes urban heat vulnerability zone mapping and identifying risk parameters. They will develop a gender-mainstreamed and disability-aware urban heat action plan that includes immediate, mid-, and long-term interventions such as nature-based solutions, green infrastructure, and emergency cooling stations. The consultant will provide expert inputs for organizing and delivering multi-stakeholder workshops, ensuring meaningful participation from vulnerable groups. Ongoing technical guidance will be provided to Iloilo city officials on the implementation of the action plan, including support for developing Letters of Agreement (LoAs). The consultant will coordinate with various partners, including ESCAP and local stakeholders, to ensure effective project execution.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in urban planning, environmental science, climate change adaptation, public policy, or a related field. A PhD is desirable. Applicants should have a minimum of 10 years of professional experience in urban climate resilience, heat mitigation strategies, or sustainable urban development. Demonstrated experience working with city governments in developing countries is essential, with a preference for candidates who have experience in Southeast Asian contexts, particularly the Philippines. Expert knowledge of the urban heat island effect, heat mitigation strategies, and climate adaptation planning is required, along with a strong understanding of nature-based solutions in urban settings. Familiarity with GEDSI principles is also necessary, as well as excellent analytical, facilitation, and report writing skills. Knowledge of GIS/remote sensing and participatory planning is desirable.

Educational Background:
The position requires an advanced university degree, specifically a Master’s degree or equivalent, in fields related to urban planning, environmental science, climate change adaptation, or public policy. A PhD in a relevant field is considered an asset, indicating a higher level of expertise and research capability in the subject matter.

Experience:
The consultant must have at least 10 years of professional experience in areas related to urban climate resilience, heat mitigation strategies, or sustainable urban development. This experience should include working with city governments, particularly in developing countries, and ideally in Southeast Asian contexts, with a focus on the Philippines. The candidate should demonstrate a strong background in urban heat island effects and climate adaptation planning, showcasing their ability to implement effective strategies in urban environments.

Languages:
The position requires an excellent command of written and spoken English, which is essential for communication and reporting purposes. Additionally, a working knowledge of Filipino/Tagalog is desirable, as it would facilitate engagement with local stakeholders and enhance the consultant's effectiveness in the role.
