Job Overview: The Administrative and Finance Assistant (AFA) plays a crucial role in supporting the operations of the UNFPA State Office in Patna, Bihar. This position is integral to the Operations Team, providing essential administrative and financial support to ensure the smooth functioning of the office. The AFA will report directly to the Operations Manager based in New Delhi, handling compliance and technical matters while also addressing everyday operational issues. The role requires a proactive approach to managing administrative tasks, financial reporting, and program management support, all while adhering to UNFPA's guidelines and policies. The AFA will be expected to contribute to the organization's mission by ensuring high-quality service delivery and effective resource management.
Duties and Responsibilities:
Provision of effective and efficient administrative and operational support services: This includes organizing workshops, seminars, and meetings, facilitating procurement of goods and services, maintaining an up-to-date inventory of office assets, coordinating transport services for staff, managing HR-related matters, implementing IT policies, and liaising with other UN agencies for the upkeep of common premises.
Provision of Accurate Accounting and Financial Management Support: The AFA will prepare and process payments and vouchers, ensure timely submission of financial reports, manage petty cash, and monitor expenditures.
Provision of Effective Programme Management Support: The AFA will assist program team members with technical assistance, budget preparation, and financial transaction entries in the Quantum system. This includes conducting audits and ensuring compliance with financial procedures.
Undertake other duties as assigned by supervisors and senior managers, demonstrating flexibility and a willingness to support the team in various capacities.
Required Qualifications: Candidates must have completed Secondary Level Education as a minimum requirement. A first-level university degree in Finance, Accounting, Business, or Public Administration is desirable. Additionally, candidates should possess a strong understanding of clerical and administrative best practices, proficiency in office software applications, and familiarity with financial software. Previous experience in the UN system is considered an asset, along with knowledge of ERP systems such as Quantum, Oracle, or SAP.
Educational Background: The position requires at least a completed Secondary Level Education. A first-level university degree in a relevant field such as Finance, Accounting, Business, or Public Administration is highly desirable and will enhance a candidate's qualifications for the role.
Experience: Candidates should have a minimum of 5 years of progressively responsible experience in accounting, administrative services, and/or procurement in either a public or private sector environment. Alternatively, candidates with a Bachelor’s degree should have at least 2 years of relevant experience. This experience should demonstrate a solid understanding of financial management and administrative processes within a multicultural corporate environment.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, a working knowledge of one or more of the Indian official languages is desirable. Knowledge of other UN languages is considered an asset, enhancing communication capabilities within the diverse environment of UNFPA.
Additional Notes: This position is classified at G-5 level and is a full-time, fixed-term role with a duration of one year, subject to renewal. The compensation package includes a competitive net salary of INR 12,63,911 per annum, along with health insurance and other applicable benefits.
