Job Overview: The Monitoring and Evaluation Manager position at NRC Mozambique is a pivotal role that focuses on shaping the strategic direction of monitoring and evaluation (M&E) within the organization. The successful candidate will be responsible for leading the design and implementation of a comprehensive M&E strategy, standard operating procedures (SOPs), and budget that not only meet but exceed NRC's minimum standards. Duties and Responsibilities: The Monitoring and Evaluation Manager will have a wide range of responsibilities, including but not limited to: developing the country office (CO) monitoring, evaluation, and learning strategy that aligns with regional strategies and global M&E frameworks; creating CO-specific M&E SOPs that address contextual challenges while adhering to NRC's minimum standards; providing technical input to program monitoring and evaluation plans, including methodological guidance and resource planning; ensuring the implementation of global and regional M&E developments at the CO level; leading new technical developments to meet M&E needs; providing technical M&E support and capacity building across the CO; managing CO M&E staff and enhancing the capacity of area office M&E staff; institutionalizing learning moments within the CO; ensuring high-quality reporting in NRC's Global Output and Outcome Reporting System (GORS); supporting the Head of Programme (HOP) in establishing systems for tracking management responses; contributing to fundraising efforts by ensuring robust Theory of Change (TOC), M&E plans, logframes, and budgets are incorporated into proposals; managing the beneficiary and complaints feedback mechanism; and liaising with M&E focal points in other country offices and at the regional level to develop best practices and facilitate lessons learned.
Required Qualifications: Candidates for the Monitoring and Evaluation Manager position should possess 5-7 years of demonstrated management experience in the design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programs. An advanced degree in economics, research methods, social sciences, or a related field is required. Candidates should have technical competency and prior experience implementing various program evaluation methodologies and approaches. Excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning, organizing, and facilitation skills are essential. Advanced experience in qualitative and quantitative data analysis and tools is also required. Fluency in spoken and written English is mandatory, while knowledge of Portuguese or other relevant languages such as Swahili is considered an asset.
