Job Overview:
The Program Manager position at the World Bank involves overseeing the IBRD program in Mexico, ensuring alignment with the World Bank Group's strategic approach. The role requires leading policy dialogue, managing program oversight, and developing high-quality work programs based on the Country Partnership Framework (CPF). The Program Manager will work closely with various stakeholders, including the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), to promote public and private sector engagement for sustainable development outcomes. The position demands a strategic mindset to address the challenges faced by the region, including low growth, job quality, and vulnerability to shocks, while fostering collaboration with government and private sector partners.

Duties and Responsibilities:
The Program Manager is accountable for managing quality, risks, results, and compliance with Bank policies. Key responsibilities include leading the Bank’s program oversight and policy dialogue, articulating policy direction for IBRD support, developing and implementing strategic documents, overseeing portfolio management, managing financial resources, and representing the Bank to key partners. The role also involves managing the country office team, ensuring effective recruitment and career development, and fostering strong relationships with government and stakeholders. The Program Manager will lead knowledge management efforts, ensuring the dissemination of best practices and lessons learned, and will support task teams in applying global knowledge to local contexts.

Required Qualifications:
Candidates must possess a Master’s degree or PhD in a relevant field such as business, finance, or economics, along with a minimum of 12 years of professional experience in progressively complex roles within an international context. A strong track record in country program management, business consulting, or operational experience in relevant sectors is essential. Candidates should demonstrate expertise in financial sector policy and regulation, portfolio management, and possess strong political and diplomatic skills to build effective relationships with government and private sector clients. The ability to link macro and sector strategies and to offer integrated solutions in challenging contexts is crucial.

Educational Background:
A Master’s degree or PhD in relevant fields such as business, finance, economics, or a sector-specific area of expertise is required for this position. This educational background is essential to understand the complexities of the role and to effectively contribute to the World Bank's mission.

Experience:
The position requires a minimum of 12 years of professional experience in roles of increasing complexity and responsibility, particularly in an international context. Candidates should have demonstrated experience in country program management, business consulting, investment banking, or operational roles relevant to the country’s needs. Experience in leading teams and managing complex operational issues is also necessary.

Languages:
Proficiency in English and Spanish is mandatory for this position, as strong written and verbal communication skills in both languages are essential for effective engagement with stakeholders. Additional language skills may be considered an asset but are not required.
