Job Overview:
The WASH Consultant position is crucial for supporting the WASH team in the Odesa Area of Responsibility (AoR) to effectively implement the WASH programme's core activities. This role involves providing technical assistance during the assessment and planning phases, advising on priorities based on identified technical needs, and preparing the necessary technical designs. The consultant will work on a WASH programme with an annual budget of USD 19 million, which includes a variety of activities such as distributing WASH and hygiene kits, rehabilitating water and sanitation infrastructure, and restoring WASH facilities in educational and healthcare institutions. The consultant will also engage in emergency interventions, such as water trucking and urgent infrastructure rehabilitation, particularly in response to the increased emergencies due to the escalation of attacks in the region since December 2025.
Duties and Responsibilities:
The consultant will be responsible for delivering several key outputs, including an inception report detailing methodology and work plans, developing standard need assessment forms for various thematic areas, conducting need assessments for Vodokanal and district heating systems, and launching designs for water and heating projects in Mykolaiv and Odesa Oblasts. The consultant will also prepare a final report that includes lessons learned and recommendations for future implementation of WASH rehabilitation projects. The total expected workdays for this consultancy is 240, with significant travel within Ukraine, particularly to Mykolaiv and Odesa.
Required Qualifications:
Candidates must possess a Bachelor’s degree or higher in civil, hydraulic/sanitary, or construction engineering. A minimum of two years of relevant experience in WASH infrastructure project monitoring, site supervision, and quality assurance is required. Candidates should have a strong understanding of development and humanitarian work, with emergency response experience considered an advantage. Proficiency in MS Excel, MS Word, and MS PowerPoint is essential, along with the ability to lead assessment processes and technical working groups.
Educational Background:
The educational requirement for this position is a Bachelor’s degree or higher in civil, hydraulic/sanitary, or construction engineering. This educational background is critical for understanding the technical aspects of WASH infrastructure and ensuring effective project implementation.
Experience:
The position requires a minimum of two years of relevant work experience at national and/or international levels in areas related to WASH infrastructure project monitoring, site supervision, and quality assurance. Experience in emergency responses and a solid understanding of development and humanitarian contexts are highly desirable.
Languages:
Proficiency in English at an upper-intermediate level (B2) is mandatory, while proficiency in Ukrainian at a native level (C2) is also required. These language skills are essential for effective communication with local authorities, stakeholders, and partners involved in the WASH programme.
Additional Notes:
The consultancy will involve a total of 240 workdays, with significant travel within Ukraine, including 80 days in Mykolaiv Oblast and 50 days in Odesa Oblast. The consultant must complete specific safety and first aid training before field missions. The position is not considered a staff member under UNICEF regulations, and consultants are responsible for their tax liabilities. Selected candidates will undergo rigorous background checks, and UNICEF promotes a zero-tolerance policy regarding misconduct.
