Job Overview: The Project Officer position is integral to the implementation of UNRWA's two-year Supporting Temporary Employment and Infrastructure Rehabilitation Programme (STEP) in the West Bank. This role involves creating approximately 6,300 short-term cash-for-work opportunities and overseeing the maintenance and rehabilitation of UNRWA's facilities, including schools and health clinics. The incumbent will work closely with the Project Manager and Assistant Project Officer to ensure effective program delivery. Responsibilities include facilitating community sensitization meetings, conducting field assessments, monitoring beneficiary attendance, and providing updates to the project management team. The Project Officer will also be responsible for addressing beneficiary feedback and ensuring timely payments. This position requires a proactive approach to community engagement and a commitment to the principles of integrity, professionalism, and respect for diversity.
Duties and Responsibilities:
Facilitate community sensitization meetings and training related to Temporary Employment Program activities.
Collaborate with community stakeholders to identify and select appropriate refugees for TEP activities.
Conduct daily field monitoring visits to ensure accurate beneficiary attendance records and address feedback promptly.
Implement program activities in the field in collaboration with the Assistant Project Officer and Project Manager.
Conduct field assessments and data collection, including beneficiary satisfaction surveys and post-distribution monitoring.
Prepare necessary documentation for beneficiary payments and inform beneficiaries of any payment delays.
Provide regular updates to the STEP project management team.
Perform additional duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or a related field. Additionally, candidates should demonstrate a strong understanding of program monitoring, community engagement, and data collection methodologies. The ability to work collaboratively with diverse stakeholders and effectively communicate with beneficiaries is essential. Candidates must also have a valid driving license in the West Bank and experience driving to field locations in the northern governorates, including Jenin, Tulkarem, Tubas, and Nablus.
Educational Background: A university degree from an accredited educational institution in a relevant field such as Business Administration, Project Management, or International Relations is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage and implement the project activities.
Experience: A minimum of 2 years of progressively responsible work experience in program monitoring, data collection, community sensitization, and conducting training and meetings is required. Candidates should have a proven track record of engaging with communities and stakeholders to facilitate project implementation and ensure beneficiary satisfaction. Experience in the field, particularly in the West Bank, is highly desirable, as is familiarity with the local context and challenges faced by Palestine refugees.
Languages: For this position, proficiency in English and Arabic is required. Candidates must demonstrate a minimum of UN Level II proficiency in reading, writing, listening, and speaking in English, and UN Level I proficiency in Arabic. Knowledge of French is considered an asset but is not mandatory. The ability to communicate effectively in both languages is crucial for engaging with beneficiaries and stakeholders.
Additional Notes: This position is offered as a Limited Duration Contract (LDC) with a duration until 10/12/2026, subject to the availability of funds and satisfactory performance. The monthly basic salary for this position is JOD 1,025.30, with additional benefits including compulsory medical insurance, 30 days of annual leave (pro-rated), sick leave, maternity leave, and paternity leave. The position is open to both internal candidates holding LDC contracts and external candidates. Preference will be given to registered Palestine refugees and candidates who contribute to gender parity. Applicants must reside in the West Bank or Jerusalem and possess authorization to work in the duty station.
