Job Overview:
The Community Engagement and Accountability Officer plays a crucial role in supporting the implementation, monitoring, and reporting of Community Engagement and Accountability (CEA) activities in Benghazi, Shahat, and surrounding areas. This position is designed to facilitate community mobilization, manage feedback and complaints mechanisms, and ensure that NRC programs are transparent, inclusive, and responsive to community needs. Duties and Responsibilities:
The officer will be responsible for a variety of duties, including but not limited to:
  • Community Engagement: Facilitate community mobilization and awareness sessions, ensuring that communities are informed about NRC programs and eligibility criteria.
  • Feedback and Accountability: Establish and manage complaints and feedback mechanisms, ensuring timely documentation and follow-up on all feedback received.
  • Monitoring & Reporting: Collect and analyze data on community feedback and participation, providing regular reports and recommendations to program teams.
  • Capacity Building & Awareness: Train NRC staff, partners, and community members on CEA principles, promoting safe and respectful engagement practices.
  • Protection and Inclusion: Ensure that all activities uphold the safety, dignity, and inclusion of beneficiaries, particularly vulnerable groups such as women, children, and internally displaced persons (IDPs).

  • Monitoring & Reporting: Collect and share weekly field data, ensuring accurate reporting on progress and challenges.

Candidates must possess a minimum of 1 year of experience working in a humanitarian or recovery context, with specific experience in community engagement, accountability, or protection. Experience managing feedback and complaints mechanisms is essential, as is experience working with vulnerable populations such as IDPs, returnees, women, and children. Candidates should have a Bachelor’s degree or higher in Social Sciences, International Relations, or Community Development. Additionally, experience working in complex and volatile contexts and documented results related to the position’s responsibilities are required. Proficiency in computer skills, particularly MS Office, is necessary, along with fluency in Arabic and a good level of English, both written and verbal.

Educational Background:
The position requires a Bachelor’s degree or higher in relevant fields such as Social Sciences, International Relations, or Community Development. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the social dynamics and challenges faced in humanitarian contexts.

Experience:
