Job Overview:
As a Senior Financial Management Assistant at ADB, you will play a crucial role in supporting the Public Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD). Your primary responsibilities will involve providing technical, analytical, and coordination support for the day-to-day operational and administrative requirements of PFFM. This includes ensuring compliance with ADB's financial management requirements, conducting financial due diligence, and maintaining accurate financial data and documentation. You will also be involved in preparing financial portfolio analytics, supporting technical assistance processing, and contributing to operational guidance. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including project teams and executing agencies.

Duties and Responsibilities:
Your duties as a Senior Financial Management Assistant will include:
  • Ensuring compliance with ADB financial management requirements by coordinating with project teams and executing agencies, and monitoring FM Action Plans.
  • Reviewing Audited Project Financial Statements and other financial reports, maintaining accurate FM data in ADB systems.
  • Conducting financial due diligence, including FM capacity assessments and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis.
  • Preparing FM portfolio analytics and tracking compliance with financial reporting requirements.
  • Supporting technical assistance processing and implementation through research, documentation, and contract administration.
  • Maintaining PFFM webpages, databases, and task trackers, and supporting presentations and knowledge-sharing activities.
  • Contributing to operational guidance and managing interdepartmental review processes.
  • Performing other duties as assigned by the supervisor or reflected in your work plan.

Required Qualifications:
To qualify for this position, you will need a Bachelor's degree in accounting, business administration, commerce, or a related discipline. A professional qualification in accounting, such as CPA or CA, from an internationally recognized institution is required, and a CFA qualification is desirable. You should have at least 5 years of relevant professional experience, with knowledge of ADB and similar multilateral development bank policies and procedures. Experience working with internal and external clients, including government officials and development partners, is essential. A working knowledge of financial management in a multilateral and bilateral development context is also desirable.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as accounting, business administration, or commerce. Additionally, a professional accounting qualification (e.g., CPA, CA) from a recognized institution is mandatory, while a CFA qualification is considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in financial management or a related field. Candidates should have experience working in a multilateral development context and familiarity with the policies and procedures of organizations like ADB.

Languages:
Proficiency in written and verbal English is mandatory for this position. Candidates should also have a good command of Microsoft Office applications, including Word, Excel, and PowerPoint, as well as experience with videoconferencing tools like Zoom and MS Teams.

This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
