Job Overview:
The Information Systems Officer will play a crucial role in providing technical assistance and support to National Customs Services (NCS) and National Project Teams (NPT) in the East and Southern Africa Region. The incumbent will manage projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This position requires the development of detailed system specifications and user documentation for ASYCUDA systems, ensuring that user requirements are effectively translated into new applications. The officer will also maintain and enhance existing ASYCUDA user systems, providing troubleshooting and user support, and developing training materials to ensure effective use of the systems. The role demands a proactive approach to problem-solving and a commitment to improving customs operations through technology.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include managing projects related to the development and implementation of customs information systems, conducting feasibility studies, and performing systems analysis. The officer will develop technical specifications and user documentation, provide specialized advice to NCSs and NPTs, and maintain existing ASYCUDA systems. Responsibilities also include troubleshooting issues, developing disaster recovery plans, conducting unit and integrated testing, and training staff on the use of ASYCUDA systems. The officer will participate in writing reports on systems-related topics and may supervise junior staff and consultants. The role requires a strong focus on client orientation and technological awareness to ensure that the systems meet the needs of users effectively.

Required Qualifications:
Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming related to customs and international trade digitalization. Proficiency in high-level programming languages and experience in developing and implementing systems of moderate size and complexity are essential. The role requires strong analytical and problem-solving skills, as well as the ability to maintain assigned systems and develop innovative solutions to various challenges. A commitment to gender perspectives and equal participation in all areas of work is also required.

Educational Background:
An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in this role.

Experience:
A minimum of five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. Relevant experience in customs and international trade digitalization, system deployment, and support is essential. Experience in organizing and delivering training courses within governmental organizations is desirable, as is experience working in an international environment. Technical ICT programming experience with Java, Linux, and Oracle is also desirable, highlighting the need for candidates to have a strong technical background.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Additionally, knowledge of either Arabic, Spanish, Chinese (Mandarin), Russian, or French is desirable, with a minimum proficiency level of UN Level I in these languages. This position is temporarily available for nine months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
