Job Overview:
The UNV National Specialist – Local WASH Expert position is crucial for UNICEF's efforts in the Lviv region of Ukraine, where the ongoing conflict has severely impacted water supply and sanitation services. The role involves providing technical support for needs assessments, monitoring the implementation of WASH interventions, and ensuring accountability to affected communities. The expert will work closely with local authorities, implementing partners, and the UNICEF WASH team to restore and sustain essential services for vulnerable populations. This position requires a hands-on approach to address urgent needs and improve the resilience of WASH infrastructure in the region.

Duties and Responsibilities:
  • Support WASH Assessments and Planning: Conduct field assessments of water supply, wastewater/sanitation, and district heating in affected areas, identifying urgent needs and technical gaps. Prepare technical scopes of work and coordinate procurement and distribution of WASH supplies.
  • Implementations, Monitoring, and Quality Support: Monitor partner-implemented WASH interventions, ensuring they meet the needs and safety of affected populations. Participate in field monitoring missions and document observations and required follow-up actions.
  • Documentation, Accountability, and Reporting: Collect and verify field-level documentation to ensure accurate reporting of assistance provided. Assist in documenting completed activities and contribute to internal and donor reporting.
  • Coordination and Day-to-Day Operational Support: Coordinate with partners and provide operational support to the WASH team, participating in relevant meetings and discussions.

Required Qualifications:
Candidates must possess a strong technical background in WASH engineering or a related field, with a focus on humanitarian response. They should demonstrate the ability to conduct assessments, prepare technical documentation, and monitor project implementation effectively. Strong communication and coordination skills are essential, as well as the ability to work in challenging environments and under pressure.

Educational Background:
A degree in civil engineering, environmental engineering, or a related field is required. Additional certifications or training in WASH-related topics, humanitarian response, or project management would be advantageous.

Experience:
Candidates should have at least 2-3 years of relevant experience in WASH engineering or humanitarian response, preferably in conflict-affected areas. Experience working with international organizations or NGOs in similar roles is highly desirable.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of Russian would be an asset, as it may facilitate communication with local communities and partners.

Additional Notes:
This is a full-time national UN volunteer position based in Lviv, Ukraine. The contract duration is subject to funding availability and satisfactory performance, with no expectation of renewal. The volunteer will receive a monthly living allowance of USD 1690, along with a one-time entry lump sum payment of USD 40
