Job Description
Job Posting Organization:
The United Nations High Commissioner for Refugees (UNHCR) was established in 1950 with the mission to safeguard the rights and well-being of refugees. The organization aims to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, and to return home voluntarily. UNHCR operates in over 130 countries and employs thousands of staff members dedicated to protecting and assisting refugees and displaced persons worldwide. The organization works closely with governments, NGOs, and civil society to provide support and advocate for the rights of those in need.

Job Overview:
The UNV Protection Assistant position is part of a UNHCR project focused on providing assistance and protection to Burundian refugees, asylum seekers, and internally displaced persons (IDPs) in Uvira and Baraka, Democratic Republic of the Congo. The role involves supporting the protection unit in designing and implementing effective protection strategies, ensuring timely responses to the needs of persons of concern (PoC), and facilitating their involvement in decision-making processes. The incumbent will work independently under the supervision of the Protection Officer, contributing to the overall objectives of the project and ensuring compliance with UNHCR policies and procedures.

Duties and Responsibilities:
The UNV Protection Assistant will be responsible for a variety of tasks, including: providing functional and administrative support to the protection unit; assisting in the design and implementation of protection strategies; facilitating the involvement of PoC in decision-making; supporting the implementation of voluntary repatriation and local integration initiatives; conducting assessments on durable solutions; liaising with local authorities for document issuance; drafting reports and correspondence; managing case files; and ensuring integrity in the delivery of protection services. The role also includes promoting volunteerism and engaging with communities to strengthen the UN Volunteers programme.

Required Qualifications:
Candidates must demonstrate professionalism, integrity, teamwork, and respect for diversity. They should possess excellent communication skills, adaptability, and a commitment to continuous learning. The ability to work independently and manage a large volume of work efficiently is essential. Candidates should also have a strong understanding of UNHCR operations and the ability to liaise with various stakeholders effectively. A genuine commitment to the principles of voluntary engagement is also required.

Educational Background:
A relevant degree in social sciences, international relations, human rights, or a related field is preferred. Candidates should have a solid understanding of protection issues and the legal framework surrounding refugee rights and humanitarian assistance.

Experience:
Candidates should have prior experience in protection-related work, preferably in a humanitarian or development context. Experience working with refugees, IDPs, or vulnerable populations is highly desirable. Familiarity with UNHCR policies and procedures will be an advantage.

Languages:
Fluency in English and French is mandatory. Knowledge of local languages spoken in the Democratic Republic of the Congo is considered an asset, as it will facilitate communication with the communities of concern.

Additional Notes:
This is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The living conditions in Bukavu may present challenges, including limited infrastructure and medical facilities. Candidates should be psychologically prepared for the context and should be aware that urgent medical conditions may require referral to Goma. Banking facilities and communication means are available, but candidates should be prepared for the realities of living in a densely populated and under-resourced area.
