Job Overview: The Project Officer (CCCM and Durable Solutions) will be responsible for coordinating the successful implementation of Camp Coordination and Camp Management (CCCM) programs and projects in Malawi. This role involves monitoring and ensuring the timely implementation of all activities, including financial, administrative, and technical aspects, in accordance with IOM’s policies and donor requirements. The Project Officer will work closely with the RE2CLID SAIO Programme Coordinator and the Malawi project team to ensure that expected outputs and outcomes are delivered in line with project objectives. The position requires maintaining close coordination with various stakeholders, including government counterparts and inter-agency coordination mechanisms, to promote alignment and coherence across project components. The Project Officer will also supervise IOM CCCM and Durable Solutions staff, provide technical support, and represent IOM in various coordination meetings.
Duties and Responsibilities:
Coordinate CCCM and Durable Solutions activities implemented by IOM in Malawi, ensuring timely implementation of all activities.
Monitor progress to ensure expected outputs and outcomes are delivered in line with project objectives.
Maintain close coordination and proactive reporting to the RE2CLID SAIO Programme Coordinator and Malawi project team.
Supervise IOM CCCM and Durable Solutions staff on a daily basis.
Provide technical implementation support for CCCM and Durable Solutions activities.
Collect, compile, analyze, and share information from the field with project team leads.
Represent IOM in emergency coordination meetings with government counterparts.
Develop technical guidance and tools on CCCM and Durable Solutions.
Build capacity of national and local implementing partners. 1
Support the development and rollout of the updated CCCM Manual and Durable Solution Strategy. 1
Undertake duty travel for project assessment and implementation. 1
Required Qualifications: Candidates must possess a Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Science, International Relations, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the above fields with four years of relevant professional experience is acceptable. Experience in coordination of information flows, CCCM operations, and Durable Solutions is essential, along with managerial experience in emergency and humanitarian response. Candidates should have experience liaising with governmental authorities, donors, and local communities in a multicultural setting, as well as familiarity with gender issues and gender-based violence.
Educational Background: A Master’s degree in relevant fields such as Humanitarian Affairs, Development Studies, Political Science, Social Science, or International Relations is required. Alternatively, a University degree in these fields with additional years of relevant experience may be considered. Accredited institutions are those listed in the UNESCO World Higher Education Database.
Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Experience in coordinating CCCM operations, managing emergency and humanitarian responses, and working with governmental and non-governmental organizations is essential. Preferred work experience in Malawi and/or Southern Africa is advantageous.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is internationally recruited and requires mobility. Candidates must be medically fit for appointment and meet any residency or visa requirements.
