Job Overview:
The Programme Analyst position is crucial for supporting the implementation of the UNFPA Pacific Sub-Regional Office (PSRO) Programme in Tonga. The role involves working closely with the Assistant Representative in Fiji and the Programme Management Team to ensure that the strategic interventions outlined in the Country Program Document are effectively delivered. The Programme Analyst will contribute to the analysis of political, social, and economic trends, providing substantive input to program formulation, implementation, monitoring, and evaluation. This position requires a proactive approach to support the delivery of UNFPA's Multi-Country Programme at the national level, ensuring alignment with the 2030 Agenda and the ICPD Programme of Action. The Programme Analyst will also play a key role in fostering collaborative relationships with government counterparts, donor agencies, and civil society organizations, thereby enhancing the effectiveness of UNFPA's initiatives in the region.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of key roles, including assisting in the development and implementation of program delivery in Tonga. This includes continuous monitoring of activities, finalizing queries, and summarizing reports. The analyst will support the monitoring of project expenditures and disbursements, ensuring alignment with approved budgets and targeted delivery levels. Additionally, the role involves coordinating quarterly meetings with implementing partners, providing training support, and contributing to the preparation of national and regional events. The Programme Analyst will also draft background project papers, proposals, and reports, ensuring quality and relevance in all communications. Furthermore, the analyst will analyze incoming documents and liaise with UNFPA offices and sister agencies to facilitate effective communication and collaboration.

Required Qualifications:
Candidates must possess an Undergraduate University Degree (Bachelors) in Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, Medicine, or a related field. A minimum of four years of professional experience in program or project support, capacity development, or international development-related work is required. Experience in advocacy and knowledge management, as well as liaising with government authorities and organizations, is essential. Strong research and analytical skills, along with familiarity with Microsoft Office applications, are necessary. Previous experience with UN agencies is considered an asset, highlighting the importance of understanding the UN system and its operations.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, or Medicine. This foundational education is critical for understanding the complexities of international development and the specific challenges faced in the Pacific region, particularly in relation to reproductive health and rights.

Experience:
The position requires a minimum of four years of professional experience in program or project support, capacity development, or international development-related work. Candidates should have a proven track record of contributing to advocacy efforts and knowledge management in their duty station, as well as experience in collaborating with government authorities and other national and international organizations. Field experience is highly valued, as it provides practical insights into the challenges and opportunities present in the region.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within UNFPA and the international community. Additionally, proficiency in the national language of Tonga is required to effectively engage with local stakeholders and ensure that programs are culturally relevant and accessible to the population.

The role offers an attractive remuneration package, starting from $TOP 52,555 annually, along with health insurance, pension, dependency allowances, and annual/sick leave.
