Job Overview: The GEF Biodiversity and Land Degradation Unit within UNEP is responsible for managing a portfolio of over 200 projects globally, focusing on biodiversity conservation, land degradation prevention, and environmental sustainability. The unit serves as UNEP's implementing agency for Global Environment Facility (GEF)-funded projects. The Technical Reporting and Review Consultant will play a crucial role in facilitating the timely implementation of Mid-Term Reviews, Terminal Reviews, and Terminal Evaluations, ensuring compliance with GEF Scorecard metrics and enhancing project closure efficiency. This position requires a proactive approach to data analysis, technical reporting, and collaboration with various stakeholders to improve portfolio management and project outcomes.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Data Analysis & Portfolio Review: Assessing databases and portfolio records for accuracy, collaborating with project managers to verify data, and recommending process improvements.
Action Plan Development: Creating comprehensive action plans for projects, outlining timelines and responsibilities.
Terms of Reference Development: Drafting Terms of Reference for reviews based on project documents.
Review Process Oversight & Reporting: Providing updates on the drafting process and uploading finalized reports to the GEF portal.
Finalization & Submission of Reports: Conducting final verifications of reports and updating tracking systems.
Process Optimization & Future Strategy Development: Identifying strategies to resolve issues in project reporting.
Final Review Process Report: Producing a report summarizing the review process and recommending improvements for future reviews.
Required Qualifications: Candidates must possess a minimum of a Master’s Degree in Environmental Science, Natural Resource Management, Ecology, Project Management, or a related field. Alternatively, a bachelor’s degree combined with two years of additional professional and academic experience may be accepted in place of the advanced degree. Additionally, candidates should have strong skills in technical writing, data interpretation, and reporting, with a focus on environmental programs.
Educational Background: A minimum of a Master’s Degree in a relevant field is required. A bachelor’s degree with additional professional experience may also be considered. The educational background should be aligned with environmental science, natural resource management, or related disciplines to ensure a solid understanding of the subject matter.
Experience: A minimum of three years of experience in technical report drafting is required, with expertise in project management, analysis, monitoring, reporting, and evaluation of environmental programs. Experience with GEF, UNEP, or other multilateral environmental project reporting is considered an asset, highlighting the importance of familiarity with international environmental standards and practices.
Languages: Fluency in oral and written English is required for this position, as it is one of the working languages of the United Nations Secretariat. Proficiency in French is also necessary, and knowledge of other UN languages is considered an asset, enhancing communication capabilities within the diverse UN environment.
Additional Notes: The position is office-based in Nairobi and is expected to last for three months. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a fair and transparent hiring process. The consultant will work closely with Task Managers and Programme Assistants under the supervision of the Senior Programme Assistant and the guidance of the Portfolio Manager.
