The organization is dedicated to making a tangible difference in the lives of one of the world's most vulnerable communities, and it is currently implementing a two-year project aimed at creating short-term employment opportunities and rehabilitating infrastructure across the West Bank.

Job Overview:
The Project Officer will play a crucial role in the implementation of the Supporting Temporary Employment and Infrastructure Rehabilitation Programme (STEP) in the West Bank. This position involves facilitating community sensitization meetings and training related to the Temporary Employment Program (TEP) activities. The incumbent will work closely with community members and stakeholders to identify and select eligible refugees for participation in TEP activities. Daily field monitoring visits will be conducted to ensure accurate attendance records and to gather feedback from beneficiaries, which will be addressed promptly. The Project Officer will collaborate with the Assistant Project Officer and Project Manager to implement program activities effectively. Additionally, the role includes conducting field assessments, collecting data, preparing necessary documentation for beneficiary payments, and providing updates to the STEP project management team. The Project Officer will also be expected to perform other duties as assigned by the supervisor, contributing to the overall success of the project and the agency's mission.

Duties and Responsibilities:
  • Facilitate community sensitization meetings and training sessions related to Temporary Employment Program activities.
  • Collaborate with community members and stakeholders to identify and select the most suitable refugees for TEP activities.
  • Conduct daily field monitoring visits to ensure that beneficiary attendance records are accurately maintained and to gather feedback from beneficiaries, addressing any concerns in a timely manner.
  • Implement program activities in the field in close cooperation with the Assistant Project Officer and Project Manager.
  • Conduct field-level assessments and data collection, including beneficiaries' satisfaction surveys and post-distribution monitoring.
  • Prepare and provide feedback on necessary documentation to facilitate timely payments to beneficiaries, informing them of any potential delays and the steps to address them.
  • Provide regular updates on activities to the STEP project management team.
  • Perform additional duties as assigned by the supervisor, contributing to the overall effectiveness of the project.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or other relevant disciplines. Additionally, candidates should have a minimum of 2 years of progressively responsible work experience in program monitoring, data collection, community sensitization, and conducting training and meetings. Experience in driving to field locations and holding a valid driving license in the West Bank is also required. Candidates must confirm their residency in the West Bank or Jerusalem and provide their ID number, as this is desirable for the position. Furthermore, candidates should disclose any affiliations with non-governmental organizations, academic institutions, political organizations, or military that could impact their neutrality and objectivity in performing their duties for UNRWA.

Educational Background:
A university degree from an accredited educational institution in relevant fields such as Business Administration, Project Management, or International Relations is required for this position. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively manage and implement the project activities.

Experience:
The position requires a minimum of 2 years of progressively responsible relevant work experience. This experience should include program monitoring, data collection, community sensitization, and conducting training and meetings. Candidates should also have experience in fieldwork, particularly in driving to various locations within the West Bank, and must hold a valid driving license for this purpose.

Languages:
For this position, proficiency in English and Arabic is mandatory. English is required at UN Level II for reading, writing, listening, and speaking, while Arabic is required at UN Level I for the same skills. Knowledge of French is considered an asset, but it is not mandatory for this role. The ability to communicate effectively in both English and Arabic is crucial for interacting with beneficiaries and stakeholders.

Additional Notes:
The position is offered as a Limited Duration Contract (LDC) for a duration of 1 year, with the possibility of extension based on funding availability, satisfactory performance, and ongoing need for the position. The monthly basic salary for this role is JOD 1,025.30, and additional benefits include compulsory medical insurance, 30 days of annual leave (pro-rated for contracts shorter than one year), and family allowance if applicable. Other benefits include 2 days of sick leave for each completed month of service, maternity leave upon meeting eligibility requirements, and 2 weeks of paternity leave under similar conditions. The vacancy is open to both internal candidates holding LDC contracts and external candidates.
