Job Overview: The Information Systems Officer position is located within the Information and Communications Technology Services Section (ICTSS) of the Publications, Conference and Knowledge Management Division (PCKMD) at the Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The role involves overseeing compliance audits and monitoring activities to ensure ICT projects adhere to established standards, implementing risk management and quality assurance processes, and preparing compliance reports for senior management. The officer will also lead the development of ICT governance policies and frameworks, manage budgeting and financial processes, and drive digital transformation initiatives to enhance organizational agility. The position requires a proactive approach to identifying trends through data analysis and providing insights for decision-making.
Duties and Responsibilities: The Information Systems Officer will be responsible for a variety of duties including: overseeing compliance audits and monitoring activities for ICT projects; implementing risk management and quality assurance processes; preparing compliance reports and dashboards for senior management; leading the creation and enforcement of ICT governance policies; defining project management methodologies for ICT projects; serving as the focal point for governance committees; developing and overseeing ICT budgeting and pricing models; planning and managing fundraising initiatives; developing and maintaining the ICT service catalogue; driving digital transformation initiatives; collecting and analyzing data to provide insights; and performing any additional duties as required.
Required Qualifications: Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming. Proficiency in several high-level programming languages and experience in developing systems of moderate size and complexity are essential. Candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to maintain assigned systems and develop innovative solutions to complex issues. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in coordinating projects is required. Experience in resource mobilization, proposal writing, or partnership development with international donors, foundations, or private sector partners is desirable. Additionally, two years or more of experience in data analytics or a related area is also desirable.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, also requiring a minimum proficiency level of UN Level II in all language skills.
