Job Posting Organization:
The United Nations Office for Disaster Risk Reduction (UNDRR), formerly known as the United Nations International Strategy for Disaster Reduction (UNISDR), serves as the focal point for disaster risk reduction within the United Nations system. Established to oversee the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, UNDRR aims to support countries in their efforts to reduce existing risks and prevent the emergence of new risks. The organization operates globally, with a particular focus on enhancing the resilience of communities and nations to disasters. UNDRR is committed to promoting effective disaster risk management practices and fostering collaboration among various stakeholders, including governments, civil society, and the private sector, to achieve sustainable development goals.

Job Overview:
The Regional Disaster Data Expert position is integral to the UNDRR's mission of enhancing disaster risk reduction efforts across Africa. The role is based in Nairobi and involves working closely with the Regional Office team to provide technical assistance to governments and stakeholders. The expert will focus on strengthening disaster data collection, analysis, and utilization, which is crucial for monitoring and reporting on the progress of the Sendai Framework. The position requires a deep understanding of the data ecosystem related to disaster risk and the ability to assess and improve data governance and applications. The expert will also contribute to the rollout of DELTA Resilience, a core solution aimed at improving data on hazardous events and disaster losses. This role is vital in addressing the limitations identified in recent evaluations of the Sendai Framework Monitoring system and ensuring that comprehensive data informs policies and programs.

Duties and Responsibilities:
The UNV Disaster Data Expert will undertake a variety of responsibilities, including: supporting countries in assessing their data ecosystem maturity and readiness; identifying technical assistance needs for enhancing national disaster tracking systems; facilitating capacity development efforts for data collection and analysis; providing technical support for integrating disaster-related statistics with national data systems; assisting in the identification and maintenance of primary and secondary data sources for the Sendai Framework Monitor; helping data users understand the applications of data; and supporting the production of analytical reports and dashboards. Additionally, the expert will engage in promoting volunteerism and community involvement as part of their assignment, contributing to the UNV mandate.

Required Qualifications:
Candidates for the Regional Disaster Data Expert position should possess a strong background in data management, disaster risk reduction, or a related field. They should demonstrate a solid understanding of data governance, statistical analysis, and the use of data in policy-making. The ideal candidate will have experience working with government agencies or international organizations in the context of disaster risk management. Strong analytical skills, attention to detail, and the ability to communicate complex data insights effectively are essential. Furthermore, candidates should exhibit a commitment to the principles of volunteerism and inclusivity, aligning with the values of the UNV.

Educational Background:
A relevant educational background is crucial for this position. Candidates should ideally hold a degree in data science, statistics, disaster management, environmental science, or a related field. Advanced degrees or specialized training in data analysis or disaster risk reduction will be considered an asset. Continuous learning and professional development in these areas are encouraged and valued.

Experience:
Candidates should have a minimum of 2-5 years of relevant experience in data management, disaster risk reduction, or related fields. Experience working in international development or with UN agencies is highly desirable. Familiarity with data collection methodologies, statistical software, and data visualization tools will be beneficial. The ability to work collaboratively in a multicultural environment and engage with diverse stakeholders is essential for success in this role.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the UNDRR and the broader UN system. Knowledge of additional languages, particularly French or Spanish, is considered an advantage, given the diverse linguistic landscape of the African region and the need for effective communication with various stakeholders.

Additional Notes:
This position is a volunteer role under the United Nations Volunteers (UNV) program, which promotes volunteerism as a means of engaging individuals in development efforts. The role is full-time and based in Nairobi, Kenya. Selected candidates may be subject to COVID-19 vaccination requirements in accordance with the applicable policies of the Host Entity. The UNV program is committed to diversity and inclusivity, welcoming applications from qualified professionals regardless of gender, race, or other characteristics.
