The position is located in the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC), which is part of the United Nations. ECLAC was established in 1948 with the mission to contribute to the economic and social development of Latin America and the Caribbean. The organization focuses on designing, monitoring, and evaluating public policies, providing advisory services, and fostering regional and international cooperation. ECLAC operates in multiple countries across Latin America and the Caribbean, working to address socio-economic challenges in the region.

Job Overview:
The Chief of the Subregional Headquarters in Mexico is responsible for formulating and implementing the substantive work program of the Office. This role involves overseeing the management of activities, ensuring timely execution of programmed activities, and coordinating work within the Office and with ECLAC Headquarters and other UN organizations. The Chief will lead transformative regional strategies that promote inclusive economic growth and gender equality, while fostering collaboration across countries to tackle shared socio-economic challenges. The position requires strong leadership and the ability to manage diverse teams, ensuring high-quality outputs that meet UN standards. The Chief will also assist the Executive Secretary in preparing the work program, determining priorities, and allocating resources effectively.

Duties and Responsibilities:
The Chief of the Subregional Headquarters will have a comprehensive set of responsibilities, including:
  • Formulating and implementing the substantive work program of the Office.
  • Overseeing the management of activities and ensuring timely execution of programmed activities.
  • Leading and supervising the work program of the Office.
  • Driving regional strategies that support inclusive economic growth and gender equality.
  • Coordinating work among different units and agencies within the UN system.
  • Preparing reports for intergovernmental bodies and ensuring high-quality standards for outputs.
  • Assisting in budget preparation and performance reporting.
  • Recruiting staff while considering gender and geographical balance.
  • Managing and developing staff, fostering teamwork and communication. 1
  • Organizing meetings and seminars on substantive issues. 1
  • Representing the Office at various meetings and providing expertise. 1
  • Leading efforts to collect and analyze data for informed decision-making.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Advanced university degree (Master’s or equivalent) in economics, development, business or public administration, finance, social sciences, or related fields.
  • Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
  • A doctoral degree in relevant fields is also desirable.
  • Proven ability to produce high-quality reports and papers on technical issues.
  • Strong analytical skills and the ability to apply UN rules and regulations effectively.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as economics, development, business or public administration, finance, or social sciences. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of programs in data analytics or related areas is desirable, and a doctoral degree is also considered an asset.

Experience:
Candidates should have a minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, or related fields. At least ten years of experience in supporting the formulation and implementation of public policies in economic and social spheres is required. Experience working in Latin America and the Caribbean is essential, along with relevant experience in institutional relations with national governments and international organizations in Central America, Mexico, the Dominican Republic, and Haiti. Experience in economic integration and large-scale project coordination at international organizations is also desirable.

Languages:
For this position, proficiency in English and Spanish is required, as these are the working languages of the United Nations Secretariat. French is considered desirable. Candidates should refer to the UN Language Framework for the minimum required level of proficiency in these languages.

Additional Notes:
The position is full-time and involves significant responsibilities at a senior level. The Chief of the Subregional Headquarters will be expected to engage in international, regional, and national meetings, representing the Office and providing substantive expertise. The role may involve a contract duration that aligns with the needs of the organization, and candidates should be prepared for a dynamic work environment that requires adaptability and strong leadership skills.
