Job Overview:
The Junior Internal Auditor position is situated within the General Secretariat of ITU, which oversees the administrative, human, and financial resources of the Union. The role involves providing independent and objective audit, investigation, and evaluation services aimed at enhancing the integrity and reputation of the organization. The incumbent will work closely with the Senior Internal Auditor and will be responsible for preparing work plans, conducting audits, and evaluating management controls. The position requires a proactive approach to identifying areas for improvement and ensuring compliance with established standards. The Junior Internal Auditor will also participate in follow-up activities related to audit recommendations, contributing to the overall effectiveness of the organization’s operations.

Duties and Responsibilities:
The Junior Internal Auditor will report directly to the Senior Internal Auditor and will be tasked with several key responsibilities. These include preparing and contributing to work plans and audit programs, conducting preliminary discussions with heads of audited operations, and performing segments of financial, operational, and compliance audits in accordance with the IIA Global Internal Audit Standards. The incumbent will gather information through record examination and staff interviews, review and evaluate management control systems, and draft recommendations for improvement. Additionally, the Junior Internal Auditor will prepare working papers to document audit activities, draft segments of reports for review, and participate in the follow-up of internal audit recommendations. Other related duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a university degree in business administration, accounting, finance, or a related field. Alternatively, education from a reputable college of advanced education with a diploma equivalent to a university degree in one of the aforementioned fields is acceptable. A professional certification in auditing, such as CIA, or in a related oversight field is considered an advantage. Candidates should demonstrate proficiency in standard office software and have a solid understanding of core IT systems, including familiarity with Enterprise Resource Planning (ERP) systems, particularly SAP. Knowledge of forensic auditing techniques and the procedures of the United Nations or similar institutions is also beneficial.

Educational Background:
The educational background required for this position includes a university degree in business administration, accounting, finance, or a related field. Candidates with a diploma from a recognized college of advanced education that is equivalent to a university degree in one of these fields will also be considered. A professional certification in auditing, such as CIA, is advantageous and may enhance a candidate's profile.

Experience:
Candidates should have at least three years of progressively responsible experience in auditing, controlling, or a closely related field. An advanced degree in a related field may substitute for one year of required work experience, while a doctorate in related fields can substitute for two years of work experience. Experience in public sector administration or internal auditing is considered an advantage and may strengthen a candidate's application.

Languages:
Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is advantageous. There is a provision for relaxation of language requirements for candidates from developing countries, allowing them to apply if they possess thorough knowledge of one official language of the Union.

Additional Notes:
The position is a fixed-term contract for a duration of two years, with the possibility of renewal. It is open to external candidates and is classified at the P2 grade level. The total annual salary consists of a net annual salary in US dollars, along with a post adjustment (cost of living allowance) that is variable and subject to change. The annual salary starts at $55,163, with a post adjustment of $49,64
