Job Overview: The Review Consultant will play a crucial role in supporting the UNEP/Industry and Economy Division/Chemicals and Health branch/GEF C&GCU by conducting Mid-term Reviews (MTR) for two significant projects: 'Global Opportunities for the Long-Term Development of the Artisanal and Small-Scale Gold Mining Sector in Guinea' and 'Global Opportunities for the Long-Term Development of the Artisanal and Small-Scale Gold Mining Sector in Cote d’Ivoire'. The consultant will be responsible for the overall management of the reviews, ensuring that all review criteria and questions are adequately covered. This position requires a thorough understanding of project evaluation processes, as the consultant will assess the projects' performance in terms of relevance, effectiveness, and efficiency, while also determining the likelihood of achieving intended outcomes and sustainability. The consultant will work closely with the UNEP Task Manager and engage with various stakeholders throughout the review process, utilizing both quantitative and qualitative methods to gather data and insights.
Duties and Responsibilities: The Review Consultant will undertake a comprehensive set of duties, including conducting desk reviews of relevant project documentation, preparing key instruments for data collection, and conducting interviews with stakeholders such as UNEP project leads, executing agencies, government representatives, and civil society organizations. The consultant will draft MTR reports for each project, ensuring compliance with UNEP evaluation office requirements and incorporating feedback from stakeholders. Additionally, the consultant will provide geo-referenced maps and photographs of key intervention sites, maintain regular communication with UNEP teams in Nairobi and Geneva, and arrange for interpretation or translation services as needed. The consultant's work will be guided by UNEP's Evaluation Policy and Programme Manual, ensuring a participatory approach throughout the review process.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in environmental sciences, international development, chemical and waste management, or other relevant fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of technical or evaluation experience in projects and programmatic approaches is required, with a preference for candidates who have experience evaluating UNEP and/or GEF projects, particularly in the context of artisanal and small-scale gold mining (ASGM) and mercury management. A good understanding of pollutants management and familiarity with the UN system, especially UNEP's work, is desirable.
Educational Background: The position requires an advanced university degree (master’s or equivalent) in relevant fields such as environmental sciences, international development, or social sciences. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational background is essential for understanding the complexities of environmental projects and the evaluation processes involved.
Experience: The ideal candidate should have at least five years of relevant experience in technical evaluation and project management. Experience specifically related to UNEP and GEF projects is highly desirable, as is familiarity with the evaluation of projects focused on artisanal and small-scale gold mining and mercury management. Candidates should demonstrate a strong ability to analyze project performance and provide actionable recommendations based on their evaluations.
Languages: Fluency in both oral and written English and French is mandatory for this position. This bilingual requirement is crucial for effective communication with stakeholders and for the preparation of reports and documentation in both languages.
Additional Notes: The position is remote and home-based, with an expected duration of 8.5 months. The consultant will not be charged any fees at any stage of the recruitment process, as the United Nations does not charge fees for applications, interviews, or training.
