Job Overview: The Consultant will be part of IOM's Migration Health programme, specifically focusing on the East, Horn, and Southern African region. This role involves supporting the implementation of migration health programming across various country offices in the region. The consultant will work under the supervision of the Deputy Regional Director and the Regional Thematic Specialist for Migration Health. The position requires coordination of health programming in emergencies, enhancing technical aspects of emergency health programming, and assisting with program support elements such as project proposals and crisis response plans. The consultant will also engage in knowledge management efforts and contribute to the development of guidance notes and effective practices from previous emergencies, ensuring that IOM's health response is well-prepared and effective in addressing the needs of crisis-affected populations.
Duties and Responsibilities: The consultant's duties include supporting the coordination of health programming in emergencies, assisting the Regional Technical Specialist with technical activities, enhancing emergency health programming through evidence-based public health concepts, and reviewing project proposals and crisis response plans. The consultant will also compile and develop guidance notes, support knowledge management of emergency health programming, and assist with capacity building initiatives through training and webinars. Additionally, the consultant will attend meetings related to emergency health programming and report back to the team, ensuring effective communication and collaboration with other UN agencies and stakeholders involved in health responses during crises.
Required Qualifications: Candidates must possess a university degree in Public Health with at least 7 years of relevant professional experience, or a Master's Degree in Public Health, Epidemiology, or a related discipline with a minimum of 5 years of relevant experience. A strong background in public health programming, familiarity with statistical analysis, and experience in disease control, HIV/AIDS, nutrition, and research are essential. Knowledge of Geographic Information Systems (GIS) and project development, monitoring, and evaluation is advantageous. Excellent writing skills, flexibility, creative thinking, and the ability to work harmoniously with diverse colleagues are also required.
Educational Background: The educational requirements for this position include a university degree in Public Health or a related field, with advanced degrees such as a Master's in Public Health or Epidemiology being preferred. The educational background should be from an accredited academic institution, ensuring that candidates have a solid foundation in public health principles and practices.
Experience: Candidates should have significant experience in public health, particularly in programming related to disease control, nutrition, and emergency health responses. A minimum of 5 years of relevant professional experience is required for those with a Master's degree, while those with a Bachelor's degree should have at least 7 years of experience. Familiarity with GIS and project monitoring and evaluation is also beneficial, as is a strong understanding of social and development issues.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within IOM. Knowledge of additional languages such as French and Spanish is considered an asset, as IOM operates in multiple languages and proficiency in these languages may be evaluated during the selection process.
