Job Overview:
The position involves supporting UNICEF in the operation of the MUNA initiative, which aims to assist local governments in designing, implementing, and monitoring policies that guarantee the rights of children and adolescents. The consultant will be responsible for developing and maintaining databases of municipal contacts, supporting logistical processes related to MUNA, generating communication materials to promote municipal participation, and assisting in the organization of training sessions. The role also includes collaborating on the communication strategy for MUNA and providing technical assistance to participating municipalities. The consultant will need to engage with various stakeholders, including government officials and non-governmental organizations, to ensure effective implementation of the initiative.

Duties and Responsibilities:
  • Develop and maintain updated databases with contacts of mayors and municipal officials, as well as strategic actors.
  • Logistically support various MUNA processes, including applications, signing of commitment letters, invitations to training, sending and following up on surveys, and distributing materials used in meetings.
  • Create communication pieces to promote municipal participation in training and events (invitations, flyers).
  • Assist in organizing and developing training sessions and meetings, both virtually and in person.
  • Develop an annual proposal and schedule for the 'Monthly MUNA Talks' cycle, propose other open activities, and coordinate their organization.
  • Document and systematize actions taken within the framework of the 'Monthly MUNA Talks' and other open activities.
  • Collaborate in reviewing content and materials for various UNICEF platforms and validate communication pieces from municipalities.
  • Assist in reviewing the current communication strategy for MUNA and developing a new proposal.
  • Provide guidance and assistance to municipalities already participating in MUNA and new municipalities for compliance with required activities. 1
  • Support the organization of events (entry and recognition of municipalities) and meetings to present the initiative to strategic actors.

Required Qualifications:
  • University degree in Social Sciences, Political Science, Sociology, Law, or related fields.
  • Postgraduate studies, specializations, or specific training in topics related to children's rights, public policies, and/or communication.
  • Proven work experience of at least 3 years in supporting initiatives related to children's rights at the municipal level.
  • Proven work experience of at least 3 years in developing communication strategies related to children's rights aimed at governments and in creating communication materials.
  • Previous work experience in projects with United Nations agencies.
  • Previous work experience in coordinating and articulating different types of actors (governments, universities, NGOs) for large-scale projects.
  • Experience in providing similar technical assistance is valued.
  • Knowledge of the United Nations system, specifically UNICEF, is also valued.

Educational Background:
Candidates must possess a university degree in relevant fields such as Social Sciences, Political Science, Sociology, Law, or similar disciplines. Additional qualifications such as postgraduate studies or specialized training in children's rights, public policies, or communication are highly desirable.

Experience:
The position requires a minimum of 3 years of proven experience in roles that support initiatives related to children's rights, particularly at the municipal level. Candidates should also have experience in developing communication strategies and materials aimed at government entities, as well as experience working with United Nations agencies and coordinating with various stakeholders.

Languages:
Fluency in Spanish is mandatory, given the location and nature of the work. Proficiency in English or other languages may be considered an asset, particularly for communication with international stakeholders.

Additional Notes:
The contract duration is 21 months, starting in early April 202
  • Most activities will be conducted virtually, but the consultant is expected to participate in in-person meetings at UNICEF's headquarters in Buenos Aires. The consultant must reside in Buenos Aires or nearby and should be available for travel to different provinces for inter-municipal meetings and visits, with an estimated 5 to 10 trips per year, each lasting 2 to 4 days. The application must include an updated CV and a separate economic proposal in Word format. The economic proposal should be in Argentine pesos (ARS).
