Job Overview:
The position involves supporting UNICEF in the design and implementation of technical assistance strategies for municipal teams, particularly in the context of the MUNA initiative. This initiative aims to assist local governments in developing and monitoring policies that guarantee the rights of children and adolescents. The consultant will be responsible for reviewing and updating training materials, developing new educational resources, and coordinating the training processes for municipal teams. The role requires a strong focus on collaboration with various stakeholders, including governmental and non-governmental organizations, to ensure comprehensive interventions for children and adolescents.

Duties and Responsibilities:
  • Support the design and implementation of MUNA's training strategy by reviewing existing training materials and proposing updates.
  • Develop guidelines for new educational resources aimed at providing technical assistance and training to municipal teams.
  • Coordinate the review process of training materials and the creation of new resources, collaborating with UNICEF teams and external experts.
  • Participate in the revision and expansion of training modules related to public management at the local level.
  • Design a model structure for a virtual classroom for self-administered MUNA courses.
  • Generate self-administered courses on 13 topics, working with various UNICEF teams.
  • Provide technical assistance to municipalities participating in MUNA, ensuring compliance with required activities.
  • Support the organization of events and meetings to present the initiative to strategic actors.
  • Conduct field visits to municipalities as needed, ensuring effective communication and collaboration with local stakeholders.

Required Qualifications:
  • University degree in Political Science, Sociology, Education Sciences, or related fields.
  • Postgraduate studies or specializations in topics related to Education and Virtual Learning Environments.
  • Proven experience of at least 5 years in providing technical assistance in initiatives related to children's rights at the municipal level.
  • Experience in developing and supervising training materials and tutoring training processes for governments through virtual platforms.
  • Previous work experience with United Nations agencies.
  • Experience in coordinating various stakeholders (governments, universities, NGOs) for large-scale projects.
  • Knowledge of UNICEF and the United Nations system is highly valued.

Educational Background:
Candidates must possess a university degree in relevant fields such as Political Science, Sociology, or Education. Additional qualifications such as postgraduate studies or specialized training in Education and Virtual Learning Environments are preferred.

Experience:
The position requires a minimum of 5 years of relevant work experience, particularly in technical assistance related to children's rights initiatives at the municipal level. Experience in developing training materials and working with various stakeholders is essential.

Languages:
Fluency in Spanish is mandatory. Proficiency in English or other languages is considered an asset but not required.

Additional Notes:
The contract duration is 21 months, starting in early April 202
  • Most activities will be conducted virtually, but the consultant must be available for in-person meetings at UNICEF's headquarters in Buenos Aires and travel to different provinces for inter-municipal meetings. The consultant should reside in Buenos Aires or nearby areas. The payment for professional fees will be based on the submission of agreed deliverables, and UNICEF reserves the right to withhold payment if standards are not met. Candidates must ensure compliance with UNICEF's ethical standards and demonstrate core values such as respect, integrity, and accountability. Selected candidates will undergo rigorous background checks and must meet medical clearance and vaccination requirements.
