Job Overview:

The consultant will work closely with UNICEF's communications team to analyze and enhance the current communication strategy for MUNA, ensuring effective dissemination of information regarding the initiative's progress and achievements. Additionally, the consultant will engage in creating communication modules for public policy management cycles and will be responsible for reviewing and validating communication materials for various platforms.

Educational Background:
Candidates must possess a university degree in Communication Sciences, Social Sciences, or a related field. Additional qualifications such as postgraduate studies or specialized training in public policy management and communication are highly desirable.
Experience:
A minimum of 5 years of relevant work experience is required, particularly in providing technical assistance related to children's rights initiatives at the municipal level. Candidates should also have experience in developing communication strategies aimed at government entities and working with UN agencies.
Languages:
Fluency in Spanish is mandatory. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.

Duties and Responsibilities:
- Support the design and implementation of MUNA's communication strategy, collaborating with UNICEF's communications team to analyze current strategies and propose improvements.
- Develop and implement a new communication proposal that highlights MUNA's overall progress and municipal achievements.
- Participate in the creation of a communication module for the Public Policy Management Cycle, contributing to content development through virtual and/or in-person meetings.
- Review and validate communication materials for UNICEF and municipalities.
- Provide technical assistance to municipalities involved in MUNA, guiding them in fulfilling required activities and ensuring compliance with plans and reporting.
- Assist implementing partners in developing their action plans for municipal collaboration.
- Organize events and meetings to present the initiative to strategic stakeholders.
Required Qualifications:

- Postgraduate studies or specializations in public policy management, planning, and communication.
- Proven work experience of at least 5 years in technical assistance related to children's rights at the municipal level.
- Demonstrated experience in developing communication strategies focused on children's rights aimed at government entities.
- Previous experience working with UN agencies and coordinating with various stakeholders such as governments, universities, and NGOs for large-scale projects.

Additional Notes:

- Most activities will be conducted virtually, but the consultant must be available for in-person meetings at UNICEF's headquarters in Buenos Aires and travel to various provinces for inter-municipal meetings and site visits. The consultant should expect to undertake 5 to 10 trips per year, with stays of 2 to 4 days per trip. The proposal must include an updated CV and a separate economic proposal in Argentine pesos (ARS).
