Job Overview:
The position involves supporting UNICEF in monitoring the MUNA initiative, which aims to assist local governments in designing, implementing, and monitoring policies that guarantee the rights of children and adolescents. The consultant will be responsible for developing training proposals and providing technical support to municipal teams. This role requires a proactive approach to strengthen local management capacities, coordinate policies across sectors and government levels, and foster partnerships with non-governmental actors. The consultant will also be involved in data collection and analysis to assess the situation of children and adolescents locally, promote communication actions, and ensure better allocation of public resources for child-related interventions.

Duties and Responsibilities:
  • Support the monitoring of the MUNA initiative by designing and implementing tools to gather information on participating municipalities.
  • Develop and maintain databases to track training activities and technical support provided under MUNA.
  • Assist in the systematization of information for meetings with various audiences and prepare presentations.
  • Collect, systematize, and present information in both Spanish and English to report on MUNA's internal indicators.
  • Collaborate in organizing and conducting training meetings and workshops.
  • Supervise the proper functioning of the MUNA web platform in coordination with technical support.
  • Facilitate the creation and maintenance of a 'community of practice' for experience sharing among municipalities involved in MUNA.
  • Review existing training materials and develop new resources as needed.
  • Provide technical assistance to municipal and provincial governments, guiding municipalities in fulfilling required activities. 1
  • Organize events and meetings to present the initiative to strategic actors.

Required Qualifications:
  • University degree in Social Sciences, Political Science, Sociology, Law, or related fields.
  • Postgraduate studies, specializations, or specific training related to children's rights and adolescence.
  • Proven experience of at least 3 years in supporting initiatives related to children's rights at the municipal level.
  • Experience in producing training materials and conducting training processes for governments through virtual platforms.
  • Prior experience working on projects with United Nations agencies.
  • Experience in coordinating various stakeholders (governments, universities, NGOs) for large-scale projects is also required.

Educational Background:
Candidates must possess a university degree in relevant fields such as Social Sciences, Political Science, Sociology, or Law. Additional qualifications such as postgraduate studies or specialized training in areas related to children's rights and adolescence are highly desirable.

Experience:
A minimum of 3 years of proven experience in roles that support initiatives related to children's rights at the municipal level is required. Candidates should also have experience in producing training materials and facilitating training processes for government entities, particularly through virtual platforms. Previous work experience with United Nations agencies and in coordinating diverse stakeholders for large-scale projects is advantageous.

Languages:
Fluency in both Spanish and English is mandatory, with strong oral and written communication skills in both languages being essential for the role.

The consultancy is expected to last for 21 months, starting in early April 202
  • Most activities will be conducted virtually, but the consultant must be available for in-person meetings at UNICEF's headquarters in Buenos Aires. The consultant should reside in Buenos Aires or nearby areas and be willing to travel to various provinces for inter-municipal meetings and visits, with an estimated 5 to 10 trips per year, each lasting 2 to 4 days. The economic proposal must be submitted in Argentine pesos (ARS), and candidates are responsible for their tax obligations. Selected candidates will undergo background checks and must meet health and vaccination requirements as per UNICEF's policies.
