Job Overview: The National Advocacy Analyst and Resource Mobilization Officer will play a crucial role in the implementation of the 9th Cooperation Programme between the Government of Senegal and UNFPA for the period of 2024-202
This position is designed to enhance UNFPA's capacity to advocate for increased investments and policy commitments in reproductive health, family planning, maternal and neonatal health, and youth health. The officer will work closely with the Ministry of Health and Public Hygiene and other stakeholders to ensure that high-quality midwifery care is accessible and that essential maternal and newborn health commodities are available at all levels. The role requires a strategic approach to advocacy, resource mobilization, and collaboration with various partners to achieve programmatic outcomes and transformative results in line with UNFPA's global advocacy strategy.
Duties and Responsibilities: The National Advocacy Analyst and Resource Mobilization Officer will be responsible for coordinating and implementing targeted advocacy activities using the SMART Advocacy approach. Key responsibilities include:
Strategic Planning and Implementation: Formulate and implement integrated advocacy plans for midwifery and maternal and newborn health (MNH) commodities, engaging national stakeholders and tracking financial and policy goals.
Strengthening Midwifery Models of Care: Advocate for the development and funding of a national midwifery strategy, drive policy changes, and integrate digital training into midwifery education.
Improved Access to Quality MNH Commodities: Develop advocacy strategies for MNH commodities, support policy updates, and advocate for sustainable financing within universal health coverage.
Partnership and Resource Mobilization: Prepare high-quality proposals and funding requests, strengthen partnerships, and promote innovative financing mechanisms.
Collaborate on other tasks necessary for the proper functioning of the UNFPA Program and perform any other duties as requested by management.
Required Qualifications: Candidates must possess a university degree in public health, social sciences, or a related field, along with specialized knowledge in advocacy, resource mobilization, policy, mass communication, or public relations. A minimum of four years of relevant experience is required, demonstrating a solid understanding of advocacy work, resource mobilization strategies, and the UN system. Candidates should have experience in coordinating evidence-based advocacy campaigns and a strong ability to engage with diverse stakeholders, including government entities and civil society organizations.
Educational Background: The educational background required for this position includes a bachelor's degree in public health, social sciences, or a related field. Candidates with advanced degrees or specialized training in advocacy, resource mobilization, or related disciplines will be preferred. The role demands a solid foundation in policy analysis, communication strategies, and understanding of the UNFPA's mandate and strategies regarding sexual and reproductive health.
Experience: The position requires at least two years of experience in coordinating and implementing advocacy campaigns, particularly those that are evidence-based and utilize structured approaches like SMART Advocacy. Experience in resource mobilization, including identifying funding opportunities and engaging with donors, is essential. Familiarity with the UN system and experience advocating for sustainable maternal and newborn health financing will be advantageous. Candidates should also demonstrate success in building and sustaining national advocacy coalitions and possess strong drafting and writing skills.
Languages: Fluency in French is mandatory for this position, as it is the primary working language in Senegal. A working knowledge of English is also required to facilitate communication with international partners and stakeholders. Additionally, proficiency in local languages will be considered an advantage, as it may enhance engagement with local communities and stakeholders.
