Job Overview:
The Programme Policy Officer (Gender) position is crucial for operationalizing WFP's transformative approach to gender, protection, and inclusion (GPI) across its programming in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). The officer will serve as the technical lead for mainstreaming GPI principles within the integrated resilience portfolio, ensuring that gender analysis, protection risk assessments, and inclusion strategies are systematically integrated from design" style="border-bottom: 1px dotted #007bff !important;">program design through implementation and monitoring. This role involves providing technical guidance to field office teams, strengthening staff and partner capacity on GPI standards, and ensuring that WFP’s interventions reach and empower marginalized populations. The officer will work closely with various stakeholders to ensure that WFP's programming not only addresses immediate needs but also transforms existing power structures and inequalities, thereby enhancing community resilience and agency.

Duties and Responsibilities:
The Programme Policy Officer (Gender) will report to the Head of Integrated Resilience in the Cotabato Field Office and will coordinate with the National Officer for Social and Behaviour Change & Gender, Protection, and Inclusion in the Manila Country Office. Key responsibilities include leading the integration of GPI across Cotabato Field Office programs, ensuring alignment with WFP policies and government frameworks; contributing to the development and implementation of projects that integrate GPI; supporting the implementation of Gender Equality, Social and Disability Inclusion (GEDSI) and Community Engagement for Accountability to Affected Populations (CEA) action plans; conducting GPI-related assessments; designing and delivering training for staff and partners; strengthening accountability mechanisms; serving as the Field Office Protection from Sexual Exploitation and Abuse (PSEA) Focal Point; representing WFP in GPI-related coordination platforms; and supporting documentation and reporting efforts related to GPI.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s) or a first university degree (Bachelor’s) in relevant fields such as Gender Studies, Social Work, International Relations, Development Studies, Social Sciences, or Humanitarian Action. Specialized training or coursework in gender, protection, or inclusion is preferred. The position requires a strong understanding of gender analysis, protection mainstreaming, and disability and social inclusion frameworks, along with the ability to develop practical tools and guidance for program staff and partners.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s) or a first university degree (Bachelor’s) in relevant fields. Candidates with a Master’s degree should have at least one year of relevant professional experience, while those with a Bachelor’s degree should have at least three years of relevant experience. Both levels must include a minimum of two years of relevant experience in development work, with additional desired experience including at least eight years of progressive experience in development work, particularly in gender equality, protection, and social inclusion.

Experience:
The position requires a minimum of one year of relevant professional experience for candidates with a Master’s degree and three years for those with a Bachelor’s degree. Languages:
Excellent written and oral communication skills in English and Filipino (Tagalog) are mandatory. Knowledge of local languages spoken in BARMM is considered an asset, enhancing the ability to engage with diverse communities and stakeholders effectively.

Additional Notes:
The position is a Service Contract (SC) at grade SC-8, with a duration of 12 months. The role is full-time and based in Cotabato, Philippines.
