Job Overview: The position of Chargé(e) de l’Aviation involves contributing to the daily planning and coordination of global aviation initiatives or daily air operations. The primary goal is to ensure that operations and objectives are achieved safely, optimally, and comprehensively. The role requires a proactive approach to managing aviation-related projects and operational activities, adhering to established safety standards and procedures. The successful candidate will be expected to provide technical advice to country offices, ensuring that safe air operations are integrated into local program planning. This position is crucial for enhancing the effectiveness of humanitarian air transport, which is vital for delivering assistance in emergencies. The role also involves data collection and analysis to inform senior staff on improving aviation performance and operational efficiency.
Duties and Responsibilities: The duties and responsibilities of the Chargé(e) de l’Aviation include, but are not limited to: contributing to the planning and coordination of aviation activities to ensure safe operations in accordance with WFP and UN standards; supporting or managing aviation projects and operational activities by applying standard procedures and risk management processes; providing technical guidance to country offices to integrate safe air operations into local program planning; collecting and analyzing data from various sources to recommend actions to senior staff; continuously reviewing internal processes and procedures to identify ways to enhance operational efficiency; supporting regular financial analysis and budget reviews to optimize fund utilization; mentoring and supervising junior staff; compiling data and preparing timely reports to support decision-making and donor communication; enhancing the capacity of WFP staff and partners to ensure safe air operations; developing productive working relationships with colleagues to align activities; monitoring emergency preparedness practices to ensure rapid response capabilities; and performing any other tasks as required.
Required Qualifications: The required qualifications for this position include an advanced university degree in aviation, aeronautical engineering, airport management, or a related field. Alternatively, a first university degree with several years of relevant professional experience and additional training or courses may be acceptable. Candidates should possess or have previously held a professional pilot license, air traffic controller license, air operations officer license (or equivalent), aeronautical engineer license, or flight regulator license. The role requires a strong understanding of aviation operations and safety standards, as well as the ability to manage complex projects effectively.
Educational Background: Candidates must have an advanced university degree in a relevant field such as aviation, aeronautical engineering, or airport management. A first university degree combined with extensive relevant experience may also be considered. Additional training or courses in aviation management or related areas are advantageous and may enhance a candidate's profile.
Experience: The position requires at least one year of post-university professional experience, with a minimum of five years of relevant experience in a related field. Candidates should have experience in organizing flight clearances and customizing immigration documents, as well as coordinating with national aviation authorities regarding ramp activities. Experience in monitoring operational reports and providing insights on service usage trends is also essential.
Languages: Fluency in both spoken and written English and French is mandatory for this position. Proficiency in additional languages may be considered an asset and could enhance a candidate's competitiveness for the role.
Additional Notes: This position is a Service Contract (SC) at level 8, with an initial duration of one year, which is renewable based on performance and organizational needs. The role is based in multiple locations including Goma, Kananga, and Kalemie in the Democratic Republic of the Congo.
