The International Organization for Migration (IOM) was established in 1951 and serves as the United Nations agency for migration. It plays a crucial role in coordinating the UN Network on Migration and supports member states in integrating migration issues into regional and international frameworks.   • The IOM has been active in Cameroon and has expanded its portfolio to include Equatorial Guinea and São Tomé and Príncipe since 2024, focusing on sustainable ecotourism development in these regions.

Job Overview:
The consultant will provide high-level strategic and analytical expertise to support the implementation of a project aimed at promoting sustainable ecotourism development in São Tomé and Príncipe. This project focuses on empowering youth, particularly women and girls, enhancing their employability, and fostering economic inclusion. The consultant will work closely with national stakeholders, including government authorities, civil society, and the private sector, to ensure effective project execution. The overarching goal is to facilitate the socio-economic integration of youth and women through the development of the ecotourism sector, creating training, employment, and entrepreneurship opportunities.

Duties and Responsibilities:
The consultant will be responsible for various tasks, including:
  • Conducting a comprehensive market study on ecotourism in São Tomé and Príncipe, identifying publication channels and coordinating with IOM units for official publication.
  • Organizing workshops to integrate youth and young women into the local economy by analyzing ecotourism niches and providing analytical elements for recommendations.
  • Identifying institutions and experts for training in ecotourism, reviewing existing partnerships, and proposing strategic collaborations.
  • Structuring a national forum for sustainable ecotourism by identifying stakeholders and reviewing existing dialogue platforms. The consultant will also produce reports and policy briefs to guide project activities and ensure alignment with national development strategies.

Required Qualifications:
Candidates must possess a higher university degree (Master's or equivalent) in tourism, sustainable development, economics, public policy, or a relevant social sciences field. They should have a minimum of five years of proven professional experience in ecotourism, sustainable tourism, economic development, or policy development. Additionally, candidates must be of a nationality other than São Toméan.

Educational Background:
The educational requirements for this position include a Master's degree or equivalent in relevant fields such as tourism, sustainable development, economics, public policy, or other related social sciences. This educational background is essential for understanding the complexities of ecotourism and its impact on local economies and communities.

Experience:
The consultant should have solid experience in strategic analysis and international partnerships, with a proven track record in designing methodological frameworks and policy briefs that meet European and international standards. Experience in research, data collection, and qualitative and quantitative analysis is also required, particularly in the context of ecotourism and sustainable development.

Languages:
Fluency in Portuguese and French is mandatory, while proficiency in English is considered an asset. This linguistic capability is crucial for effective communication with stakeholders and for the successful implementation of project activities.

Additional Notes:
The consultancy is expected to last for 24 months, from January 2026 to December 2027, and will involve occasional travel as needed for project requirements. The IOM emphasizes a zero-tolerance policy towards any behavior incompatible with its objectives, including exploitation and abuse.
