Under its current Country Strategy (July 2021 – June 2026), PIK aims to end teenage pregnancies and gender-based violence against girls through various thematic pillars, including Sexual and Reproductive Health and Rights (SRHR), prevention and response to gender-based violence, and climate change adaptation. The Climate Proofing WASH services project is a new initiative aimed at enhancing resilience and adaptive capacity to climate-related challenges in Turkana County, particularly in the Kakuma refugee camp and Kalobeyei Settlement, by improving economic self-reliance and WASH services for refugees and host communities.
Job Overview: The Monitoring and Evaluation (M&E) Officer will be responsible for coordinating and managing the monitoring and evaluation activities of the Climate Proofing a Resilient Future project for Plan Kenya in Turkana. This role involves driving project Data Quality Assurance and specific data requirements for projects/programmes, as well as tracking and reporting on project outputs, outcomes, and impacts of the Climate Proofing a Resilient Future (CPRF) project interventions. The M&E Officer will document project best practices, lessons learned, and impact stories, while also coordinating consortium MERL activities. The position requires a proactive approach to ensure that the project's monitoring and evaluation framework is effectively implemented, and that data is utilized to inform decision-making and improve project quality.
Duties and Responsibilities: The Monitoring and Evaluation Officer will have the following duties and responsibilities:
Monitoring Implementation and M&E coordination at strategic level (40%): Lead the participatory design and implementation of the monitoring and evaluation framework of the Climate Proofing WASH Services project, ensuring comprehensive oversight and coordination with consortium partners. Ensure timely delivery of the project M&E framework focused on tracking project outputs, outcomes, and impacts, including regular follow-ups with consortium partners on project indicators. Collaborate with consortium partners and Plan colleagues to develop and contextualize data collection tools. Ensure consistent and quality data collection methods, conducting data quality checks, and utilizing digital platforms for efficient data collection and analysis.
Learning, project quality and standards (25%): Prepare data and input into project reports in collaboration with the consortium’s MERL focal points and program managers. Present data clearly and visually compellingly, coordinate learning events, and contribute to learning products. Support data-backed decision-making to improve implementation quality and adapt project design.
Documentation, Data management, Knowledge management (15%): Ensure safe data management practices, contribute to an online sharing platform for project documents, and disseminate project learning materials. Support documentation of best practices and lessons learned.
Capability building through knowledge sharing and networking (10%): Support coaching and training needs of partner staff for improved M&E practices, including facilitating access to existing Plan International MERL training and resources.
Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) (5%): Ensure that Plan International’s global policies for safeguarding and gender equality are embedded in MERL work, including conducting risk assessments before data collection activities and reporting any safeguarding concerns.
Required Qualifications: The position requires a minimum of a University Degree in Social Science, Economics, Statistics, Development Studies, or any related field from a recognized university. Essential qualifications include at least 3 years of demonstrated successful coordination of M&E functions, experience in the application of MERL systems and frameworks, and experience coordinating and delivering on M&E frameworks and plans. Candidates should have experience with database design and management, advanced use of Excel for data analysis, and digital collection and management software such as Kobo Toolbox or equivalent. Additionally, experience in building capacity and coaching individuals or teams in M&E practices is essential, along with the ability to present and share complex data clearly.
Educational Background: Candidates must possess a minimum of a University Degree in Social Science, Economics, Statistics, Development Studies, or any related field from a recognized university. This educational background is crucial for understanding the complexities of monitoring and evaluation in development contexts, particularly in relation to children's rights and gender equality.
Experience: The position requires at least 3 years of demonstrated successful coordination of M&E functions, with experience in the application of MERL systems and frameworks, including theory of change and logical frameworks. Candidates should have experience coordinating and delivering on M&E frameworks and plans, as well as project evaluation or research management. Experience working in multi-partner projects or consortiums is also essential.
Languages: Excellent written and verbal communication skills in English are mandatory. Strong knowledge of Kiswahili is required, and the ability to communicate in local languages for Northern Kenya will be considered an added advantage. Proficiency in these languages is important for effective communication with diverse stakeholders in the project area.
