Job Overview: The WASI Officer plays a crucial role in ensuring high-quality technical assessments, design, and preparation of Bills of Quantities (BoQs) for various infrastructure projects, including damaged shelters and agricultural infrastructures. This position involves conducting technical assessments of shelters and communal infrastructures, developing technical documents, and ensuring that all engineering repair works meet the required standards. The WASI Officer will also lead technical coaching and monitoring of repair works, acting as a technical supervisor and site engineer, and will report directly to the WASI Team Leader. The primary objective is to deliver high-quality technical outputs in accordance with government standards and DRC's internal operating procedures, while also supervising site foremen and ensuring effective communication and coordination among project participants.
Duties and Responsibilities: The WASI Officer's responsibilities include conducting technical assessments of shelters and communal infrastructures, developing all technical documents related to WASI, ensuring high-quality engineering repair works, leading market surveys to draft BoQs, participating in joint need assessments, drafting assessment and distribution reports, providing financial and program information, preparing project progress reports, monitoring project quality, leading technical coaching for beneficiaries, providing updates on WASI activities, supporting procurement processes, and serving as the technical point of contact for foremen and other technical personnel on construction sites. Additionally, the WASI Officer may be assigned other tasks by the line manager or supervisor as needed.
Required Qualifications: To be successful in this role, candidates must possess a minimum of three to five years of project management experience, particularly in serving and designing infrastructure projects, preferably within NGOs. They should have proven experience in conducting technical assessments, developing technical reports, and preparing BoQs for sub-projects. Candidates must also demonstrate experience in environmental assessments and project design using updated design software such as AutoCAD, Civil 3D, and Water GEM. Strong community engagement skills, excellent report writing, communication, coordination skills, and proficiency in computer applications, including MS Project and AutoCAD, are essential.
Educational Background: Candidates must hold a Bachelor of Science (BSc) degree in Civil or Structural Engineering to qualify for this position.
Experience: The position requires candidates to have a minimum of three to five years of relevant experience in project management, particularly in the design and implementation of infrastructure projects. Experience in technical assessments and the development of technical documentation is crucial, along with a proven track record in community mobilization and engagement.
Languages: Fluency in Pashto is mandatory, with fair proficiency in Dari and good command of English being advantageous for effective communication within the team and with stakeholders.
