Job Overview:
The position of Sexual and Reproductive Health and Rights (SRHR) and Adolescents SRHR Expert is crucial for the independent assessment of the UNFPA Mongolia 7th Country Programme (2023-2027). The expert will evaluate the programme's relevance, coherence, effectiveness, efficiency, and sustainability, providing technical expertise in two key thematic areas: SRHR and Adolescents & Youth. The role involves assessing integrated sexual and reproductive health services, maternal health, family planning, and youth-friendly SRHR services. The expert will also contribute to the methodological design of the evaluation, participate in data collection and analysis, and ensure that the evaluation process adheres to ethical standards and integrates human rights and gender perspectives.

Duties and Responsibilities:
The consultant will undertake a variety of duties, including:
  • Conducting a technical assessment of integrated sexual and reproductive health services, maternal health, family planning, HIV/STI prevention, youth-friendly services, and comprehensive sexuality education (CSE).
  • Contributing to the methodological design of the evaluation, including undertaking document reviews and conducting interviews and group discussions with stakeholders during the field phase.
  • Drafting substantive inputs for the evaluation deliverables related to SRHR and Youth thematic areas.
  • Collaborating with the CPE Manager and the evaluation team to ensure the successful completion of the evaluation process, including the development of the evaluation methodology and work plan.
  • Reporting on findings and recommendations based on the evaluation results, ensuring that all deliverables are submitted electronically in English by the specified deadlines.

Required Qualifications:
Candidates must possess a Master’s degree in public health, medicine, health economics and financing, epidemiology, biostatistics, social sciences, or a related field. They should have at least 5 years of experience in conducting evaluations, reviews, assessments, research studies, or monitoring and evaluation in the field of international development. Substantive knowledge of sexual and reproductive health and rights, including HIV and other sexually transmitted infections, maternal health, family planning, and adolescent/youth issues is essential. Candidates must demonstrate the ability to ensure ethics and integrity in the evaluation process, including confidentiality and the principle of do no harm. They should also have solid knowledge of evaluation approaches and methodologies, with the ability to apply both qualitative and quantitative data collection methods effectively.

Educational Background:
A Master’s degree in a relevant field such as public health, medicine, health economics, epidemiology, biostatistics, or social sciences is required for this position. This educational background is critical to ensure that the consultant has the necessary theoretical knowledge and practical skills to conduct a comprehensive evaluation of the UNFPA Mongolia 7th Country Programme.

Experience:
The position requires a minimum of 5 years of relevant experience in conducting evaluations, reviews, assessments, research studies, or monitoring and evaluation in the context of international development. Candidates should have a proven track record of working in the field of sexual and reproductive health and rights, with specific experience related to adolescents and youth. Experience working with multidisciplinary teams and familiarity with the national development context of Mongolia will be advantageous.

Languages:
Fluency in written and spoken English is mandatory, as all deliverables must be submitted in English. Proficiency in Mongolian is also required, as it will facilitate communication with local stakeholders and enhance the evaluation process. Knowledge of additional languages may be considered an asset but is not mandatory.

  • The consultant will be based in Ulaanbaatar, Mongolia, with expected travel to sub-national project sites for data collection. Deliverables must be submitted electronically, and payments will be made based on the approval of deliverables: 20% upon approval of the Design Report, 40% upon submission of a satisfactory Draft Final Report, and 40% upon approval of the Final Report. Daily Subsistence Allowance (DSA) and travel costs for the mission will be settled separately from the consultancy fees in accordance with UNFPA Duty Travel Policy.
