Job Overview:
The Consultant International position at UNICEF Mali is focused on enhancing the understanding of the current and future situations of children and adolescents in the regions where UNICEF operates. The consultant will be responsible for collecting reliable and valid data on children's situations, evaluating basic social services and community mechanisms in health, education, protection, and social protection. This role is crucial for informing UNICEF's interventions and ensuring they contribute to positive changes in children's lives. The consultant will work under the direct supervision of the Chief of Planning, Monitoring, and Evaluation, and will be expected to conduct field missions frequently, ensuring that the interventions align with the needs identified in the SitAn 2025 analysis.

Duties and Responsibilities:
The consultant will undertake various responsibilities, including:
  • Collecting updated, reliable, and valid data on the situation of children and adolescents in the project intervention areas.
  • Evaluating the functionality and quality of basic social services and community mechanisms in health, education, protection, and social protection.
  • Producing analytical documents that inform the current situation of selected basic social services for children and adolescents in both development and humanitarian contexts.
  • Conducting cost-effectiveness analyses of local social protection systems and rapid assessments of children's social protection needs.
  • Collaborating with various stakeholders to ensure comprehensive data collection and analysis.
  • Documenting initiatives and producing evidence to support UNICEF's strategic objectives.

Required Qualifications:
Candidates must possess a minimum of a Master’s degree in economics, statistics, or demography. They should have at least five years of experience in project coordination and management, particularly with the United Nations or international institutions. Strong computer skills and expertise in quantitative and qualitative analysis are essential. The ability to organize and facilitate training sessions and workshops is also required, along with experience in data analysis and report writing.

Educational Background:
A Master’s degree (Master 2) in a relevant field such as economics, statistics, or demography is mandatory for this position. This educational background is crucial for understanding the complexities of data analysis and the socio-economic factors affecting children and adolescents in Mali.

Experience:
The position requires a minimum of five years of relevant work experience, particularly in project coordination and management within the United Nations or international organizations. This experience should include a strong focus on data collection, analysis, and evaluation in both development and humanitarian contexts.

Languages:
Fluency in French (both written and spoken) is mandatory for this position. Additionally, good knowledge of English is desirable, as it may facilitate communication and collaboration with international stakeholders and partners.

This position is classified at the P3 level and requires the consultant to work on-site in Bamako, Mali, throughout the duration of the assignment. The role involves frequent field missions to ensure comprehensive data collection and engagement with local communities.
