Job Overview: The Air Traffic Management Officer position within the Air Navigation Bureau (ANB) at ICAO involves providing technical expertise and advice on air traffic management (ATM) operations. The incumbent will be responsible for developing proposals related to the amendment and implementation of ICAO regulatory documents, including Annexes and Procedures for Air Navigation Services (PANS). This role requires staying updated on trends and technological advancements in ATM, conducting analyses of issues raised by states and international organizations, and drafting proposals to reflect new operational requirements. The officer will also serve as a secretary for ICAO expert groups, manage documentation for technical discussions, and provide guidance on ATM-related matters to governing bodies and external stakeholders. The position demands collaboration with various technical officers and regional offices to support the implementation of ATM-related operational concepts and procedures.
Duties and Responsibilities:
Develop proposals related to the amendment and implementation of Annexes to the ICAO Convention and other ICAO regulatory documents, ensuring alignment with new operational requirements and technological developments.
Process proposals for amendment to Annexes, PANS, and guidance material, including drafting comprehensive working papers and participating in discussions to facilitate technical discussions.
Serve as Secretary and/or manage ICAO expert groups dealing with ATM matters, developing meeting documentation and providing guidance on technical and procedural matters.
Provide advice, guidance, and technical expertise on ATM-related matters to ICAO governing bodies, states, and international organizations, including drafting replies to correspondence and technical briefings.
Coordinate and support the implementation of ATM-related operational concepts, maintaining liaison with ICAO Regional Offices and conducting technical training sessions as required.
Perform other related duties as assigned.
Required Qualifications: Candidates must possess an advanced-level university degree (Master’s degree or equivalent) in aviation or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A technical qualification in ATM, such as an Air Traffic Control License, may also be accepted in lieu of a first-level university degree. Candidates should have advanced knowledge of ICAO provisions related to ATM/SAR, as well as familiarity with international civil aviation issues and the work of related organizations.
Educational Background: An advanced-level university degree (Master’s degree or academic equivalent) in aviation or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A technical qualification in ATM, such as an Air Traffic Control License, may also be accepted in lieu of a first-level university degree.
Experience: Candidates must have a minimum of seven (7) years of experience as a qualified air traffic controller with a minimum area control rating. Substantial experience in planning and implementing advanced ATM systems and procedures is essential, including safety risk assessments and airspace design. Experience in the operational use of ATS data link systems and providing service to international meetings is also required. Desirable experience includes working within a large aviation-related international organization, experience as a pilot or ICAO auditor, and experience in managing technical groups or drafting regulatory documents related to ATM.
Languages: Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of 3 years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to any activities or offices of the Organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
The remuneration for this position is a net base salary of USD $86,027 per annum, plus a post adjustment of USD $33,034 per annum, subject to change.
