Job Overview: The ET Consultant - GFF Country Coordinator position is integral to the World Bank's Human Development Practice Group, which focuses on health, education, social protection, and gender issues. The role involves working closely with governments to develop and implement prioritized national health plans aimed at improving health outcomes for women, children, and adolescents. The consultant will be responsible for coordinating analytical work, supporting the government in finalizing investment cases, and ensuring alignment with broader health sector strategies. The position requires a proactive approach to stakeholder engagement, resource mapping, and monitoring government expenditures related to health initiatives. The consultant will also facilitate multi-stakeholder meetings, produce communication materials, and support the GFF Secretariat in its operations and country engagement strategies.
Duties and Responsibilities: The duties and responsibilities of the ET Consultant include:
Prioritization and Alignment: Organizing and supporting analytical work for the Investment Case, assisting the GFF Government Focal Point in finalizing the Investment Case and Results Framework, leading assessments of priorities and reform processes, monitoring government expenditures, and integrating monitoring with broader health sector plans.
Coordination: Supporting the government in forming a country platform for GFF engagement, convening multi-stakeholder meetings, and identifying forums for advocacy and decision-making.
GFF Secretariat Support: Providing status reports on GFF Trust Fund investments, contributing to the Country Engagement Strategy, and offering logistical support for GFF missions.
Country Communications: Producing communication materials to inform stakeholders about GFF processes and engaging with donors and civil society to secure additional financing.
Support for World Bank processes: Assisting in the effective use of BETF resources, organizing meetings for improved coordination, and supporting project operations within the World Bank framework.
Required Qualifications: Candidates must possess a Master’s Degree in a relevant field such as Public Health, Public Administration, Economics, or Health Economics. A minimum of 10 years of work experience in reproductive, maternal, newborn, child, and adolescent health and/or health systems strengthening is required. Demonstrated experience in stakeholder engagement, effective coordination, and leadership skills is essential. Candidates should have strong organizational skills, the ability to analyze data for decision-making, and proficiency in problem-solving and conflict management. Excellent written and verbal communication skills in English are mandatory, with the ability to adapt messages for diverse audiences.
Educational Background: The educational background required for this position includes a Master’s Degree in a relevant field related to the work of the Global Financing Facility (GFF). This could encompass areas such as Public Health, Public Administration, Economics, Health Economics, or other relevant disciplines that equip the candidate with the necessary knowledge and skills to effectively contribute to the GFF's objectives.
Experience: The position requires at least 10 years of relevant work experience, particularly in areas related to reproductive, maternal, newborn, child, and adolescent health, as well as health systems strengthening.
