Job Overview:
The Programme Assistant (GS-4) position is situated within the Programme Section of UNICEF's Iquitos office, reporting directly to the Programme Officer. This role is crucial for providing both programme and administrative support, contributing to effective programme planning, implementation, and operations. The Programme Assistant will assist in various programme areas such as Health, Education, and Child Protection, ensuring that administrative coordination between programme staff and operations units is seamless. The incumbent will be responsible for supporting programme processes through established procedures, systems, and tools, which are essential for the timely delivery of project and programme components. The role requires attention to detail and adherence to UNICEF's rules and processes, ultimately contributing to the overall efficiency of the office and the successful implementation of programme activities.
Duties and Responsibilities:
Required Qualifications:
Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work. A bachelor’s degree in a relevant field may replace three years of related work experience. The candidate should have a minimum of 4 years of relevant administrative or clerical work experience. Skills required include proficiency in MS Word, Excel, PowerPoint, and knowledge of UNICEF software and administrative policies. Organizational skills, confidentiality, and the ability to work effectively with diverse teams are essential.
Educational Background:
The educational background required for this position includes the completion of secondary education, with a preference for additional technical or university courses related to the field of work. A bachelor’s degree from a recognized institution in a relevant field can substitute for three years of related work experience, highlighting the importance of formal education in this role.
Experience:
Candidates should possess a minimum of 4 years of relevant administrative or clerical work experience. This experience is crucial for understanding the operational and administrative functions necessary for supporting UNICEF's programme activities effectively.
Languages:
Knowledge of a local language of the duty station, such as Quechua, Aymara, or other indigenous dialects, is highly desirable and considered an asset. Fluency in English is also desirable, and knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an additional asset.
Additional Notes:
This position is a Fixed Term Appointment with a contract period of one year. The role is assessed as elevated risk for Child Safeguarding purposes, requiring additional vetting and background checks. Duties and Responsibilities:
- Programme & Project Support: Assist in the preparation, implementation, and routine monitoring of Annual Work Plans (AWPs), ensuring alignment with planned results. Perform routine transactions in SAP/VISION, ensuring accurate data entry and tracking expenditures. Compile inputs for programme reports and performance indicators. Support coordination with programme and operations colleagues on transactional matters.
- Administrative & Financial Support: Process contracts for consultants and vendors, assist with logistical arrangements, maintain tracking logs for staff leave and activities, compile documentation for financial monitoring, and assist with payment requests.
- Operations and Travel Support: Provide administrative support for travel arrangements and assist with procurement processes for office supplies.
- Administrative, Logistics and Event Support: Provide logistical support for trainings and meetings, including coordination with vendors and preparing materials.
- Knowledge Management & Internal Communication: Maintain organized filing systems, support onboarding of new staff, and draft internal communications.
- Digital Support: Use digital tools for information organization and maintain records according to data protection standards.
- Emergency Support & Flexibility: Provide administrative support during emergencies and assist with task reprioritization as needed.
