Job Overview:
The MEL Specialist position is a mid-level technical role that plays a crucial part in supporting the implementation of the Ethiopian Food Systems Transformation (EFST), Food and Nutrition Strategy (FNS), and Seqota Declaration at various administrative levels. The specialist will work under the supervision of the Regional President Advisor and will be responsible for enhancing the functionality of the Monitoring, Evaluation, and Learning (MEL) system. This includes routine data compilation, quality assurance, and reporting, as well as providing support for multisectoral performance reviews and coordination platforms. The role requires collaboration with sector bureaus, FSNCO staff, and implementing partners, ensuring that data-driven decision-making is at the forefront of the project’s operations. The MEL Specialist will also contribute to capacity strengthening within government-led coordination structures, ensuring that monitoring tools and systems are effectively utilized and institutionalized.

Duties and Responsibilities:
The MEL Specialist will have a comprehensive set of responsibilities, including but not limited to: serving as the primary regional focal point for the collection and management of multisectoral food systems and nutrition monitoring data; ensuring data quality through routine checks and validation processes; maintaining organized electronic databases and ensuring compliance with FHI 360's data management standards; providing technical support to regional governance platforms; preparing data summaries and visualizations for performance review meetings; documenting meeting proceedings and tracking implementation of corrective actions; participating in joint monitoring visits; providing technical assistance and mentoring to sector MEL focal persons; supporting the design and delivery of MEL capacity-building activities; contributing to the learning agenda by documenting best practices; and assisting with the development of annual work plans and budgets.

Required Qualifications:
Candidates must possess in-depth knowledge of monitoring and evaluation concepts, practices, and procedures, particularly in the context of food systems and nutrition. They should have experience in developing scopes of work and deliverables for partners and consultants, as well as a broader understanding of quality standards. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. Strong project management skills and the ability to communicate effectively with diverse stakeholders are essential. Candidates should also demonstrate problem-solving abilities and the capacity to influence and collaborate with others.

Educational Background:
A Master’s Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, candidates should have at least 5 years of relevant experience in managing data collection and providing technical assistance. Experience in a non-governmental organization (NGO), government agency, or private organization is preferred, with a focus on international or domestic program development and management. This experience should demonstrate the ability to handle complex data management tasks and support programmatic goals effectively.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly and professionally. Additional language skills may be beneficial but are not specified as mandatory.

Additional Notes:
This position is classified as mid-level technical (Band K / KK) and is expected to require travel of approximately 10% to 25%.
