Job Posting Organization:
The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization is tasked with delivering technical assistance to the Organization of American States (OAS) and operates in the context of joint operations with the GSF. Job Overview:
The Procurement Assistant, G-5 position is a temporary role within the Procurement Section of UNSOH, located in Santo Domingo. The incumbent will report to the Chief of Section, P5, or a designated officer. The primary function of this role is to provide procurement, logistical, and administrative support to a team of Procurement Officers. This includes reviewing and prioritizing purchasing requests, monitoring requisitions, maintaining supplier contact, and ensuring timely delivery of goods and services. The Procurement Assistant will also be responsible for producing tender documents, preparing abstracts of offers, finalizing purchase orders, and maintaining relevant internal databases. The role requires a proactive approach to problem-solving and the ability to work under pressure while ensuring compliance with procurement policies and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Procurement Assistant include:
  • Providing procurement, logistical, and administrative support to Procurement Officers.
  • Reviewing, recording, and prioritizing purchasing requests, and obtaining necessary documentation.
  • Monitoring the status of requisitions and maintaining supplier contact for timely delivery.
  • Producing tender documents such as Invitations to Bids and Requests for Proposals.
  • Preparing abstracts of offers and compiling data from quotations and bids.
  • Finalizing purchase orders and contracts for approval.
  • Assisting in complex purchasing operations and coordinating document distribution.
  • Maintaining internal databases and tracking contractual agreements.
  • Researching and presenting information on supply sources and vendors. 1
  • Drafting routine correspondence and performing other assigned duties.

Required Qualifications:
The position requires a high school diploma or equivalent. Professional certification in supply chain management, such as CIPS Level 4, is desirable. Candidates should have a strong understanding of procurement policies and financial regulations, as well as the ability to apply good judgment in various contexts. The role demands professionalism, efficiency, and a commitment to gender equality in the workplace.

Educational Background:
A high school diploma or equivalent is required for this position. Additional professional certification in supply chain management, such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or an equivalent qualification, is highly desirable and would enhance a candidate's profile.

Experience:
Candidates must have at least five (5) years of progressively responsible experience in procurement, administrative services, or a related area. Experience in a procurement office environment is preferred. Familiarity with Enterprise Resource Planning (ERP) systems such as SAP or similar systems, as well as experience with e-tendering systems like Ariba, is also desirable. Candidates should have experience in data sourcing, cleaning, and preparing metrics in transportation, procurement, and supply chain management.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, while knowledge of Spanish is considered desirable. Candidates should meet the minimum required level for each skill in these languages according to the UN Language Framework.
