Job Overview:
The Regional Cash and Voucher Assistance (CVA) and Anticipatory Action (AA) Specialist Consultant will play a crucial role in expanding and consolidating UNFPA's CVA and AA initiatives in the Asia Pacific region. This full-time consultancy will focus on enhancing regional CVA initiatives and scaling up CVA in UNFPA's mandated areas, particularly in Sexual and Reproductive Health (SRH) programming and Gender-Based Violence (GBV) prevention and response during crises. The consultant will also work on expanding gender-responsive AA to help women and girls protect their dignity, health, and wellbeing in advance of forecasted disasters. The role involves providing strategic, technical, and capacity-building support on CVA and AA, contributing to global technical initiatives, and ensuring that UNFPA's humanitarian actions are efficient and effective in addressing the needs of affected populations.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including:
  • Providing strategic and technical support for CVA programming in Asia Pacific countries, ensuring integration with GBV, SRH, and social protection initiatives.
  • Supporting the Regional Humanitarian Advisor in building partnerships with sister UN agencies and other stakeholders to enhance CVA efforts.
  • Assisting country offices with assessments, planning, budgeting, and resource mobilization for CVA initiatives.
  • Developing training opportunities and capacity-building programs for UNFPA personnel on CVA.
  • Documenting good practices and lessons learned in CVA and AA programming.
  • Supporting the development of anticipatory action frameworks and guidelines at the country level.
  • Facilitating knowledge sharing and learning between countries and UNFPA Business Units.
  • Preparing updates, presentation materials, and briefing notes on CVA and AA as needed.
  • Contributing to global CVA and AA initiatives and providing technical support missions as required.

Required Qualifications:
Candidates must possess a Master's degree in international relations, humanitarian affairs, economic development, social sciences, political science, or related fields. A minimum of seven years of professional experience in cash and voucher assistance programming in humanitarian or early recovery settings is required. Proven knowledge and technical skills in the design, implementation, and monitoring of CVA from a multisectoral perspective are essential. Experience in humanitarian program management, particularly in gender, protection/GBV, and SRH/Health, is highly desirable. Familiarity with UNFPA programming in anticipatory action and humanitarian preparedness is an asset. Strong communication skills and the ability to manage multiple tasks in a high-paced environment are also necessary.

Educational Background:
A Master's degree is required, preferably in fields such as international relations, humanitarian affairs, economic development, social sciences, or political science. This educational background should provide a solid foundation for understanding the complexities of humanitarian programming and the specific needs of vulnerable populations.

Experience:
The position requires a minimum of seven years of relevant professional experience in cash and voucher assistance programming, particularly in humanitarian or early recovery contexts. Candidates should have demonstrated expertise in the design and implementation of CVA initiatives, as well as experience in anticipatory action programming. The ability to advocate for the use of CVA and build the capacity of technical teams is also important.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Proficiency in a second UN language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UNFPA's global initiatives.

  • The consultant will be required to deliver work electronically and provide quarterly reports on the CVA program support and capacity-building activities. Regular updates to the Regional Humanitarian Advisor are expected, and travel to countries for strategic and technical support may be necessary based on identified needs.
