Job Overview:
The Consultant for Technical Assistance will play a crucial role in supporting UN-Habitat's RISE-UP programme, which focuses on building climate resilience in urban areas. The consultant will be responsible for conceptualizing and developing a comprehensive 'White Paper' that outlines funding opportunities from Spanish and European financial entities for sustainable urban development projects. This position requires a deep understanding of the funding landscape and the ability to conduct thorough research to identify potential funding sources. The consultant will work closely with the Programme Management Officer and will be expected to deliver high-quality outputs that align with UN-Habitat's objectives. The role is expected to last for 1.5 months and involves significant collaboration with various stakeholders to ensure the successful mapping of funding opportunities.

Duties and Responsibilities:
The duties and responsibilities of the Consultant include:
  • Preparing a Conceptual Proposal and a detailed Table of Contents for the White Paper, focusing on sustainable urban development.
  • Defining the design and content of Fact Sheets that will summarize each potential funding source, including a classification framework for Spanish and European entities.
  • Conducting deep research on listed funding sources, detailing specific opportunities, amounts usually granted, and application processes.
  • Consulting with institutional representatives and experts to gather comprehensive information on funding opportunities.
  • Drafting the preliminary version of the White Paper and incorporating feedback from UN-Habitat into the final draft.
  • Preparing a report with recommendations on financing projects associated with the RISE-UP program based on the identified opportunities.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as international relations, administration, economy, political sciences, social sciences, or law. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted. A minimum of 2 years of progressive experience in finance, funding, and international cooperation is required. Proven experience in fundraising and cooperation activities in Spain and Europe is desirable, along with an understanding of sustainable urban development paradigms.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as international relations, administration, economy, political sciences, social sciences, or law. Candidates with a first-level degree may be considered if they have additional qualifying experience, demonstrating the flexibility of educational requirements based on practical experience.

Experience:
The position requires a minimum of 2 years of progressive experience in finance, funding, and international cooperation. Candidates should have a proven track record in fundraising and cooperation activities, particularly within the context of Spain and Europe. Experience in sustainable urban development topics is also desirable, indicating the need for a candidate who is not only familiar with funding mechanisms but also understands the broader context of urban resilience and sustainability.

Languages:
Fluency in spoken and written English is mandatory, as it is one of the working languages of the United Nations. Additionally, fluency in spoken and written Spanish is required due to the position being based in Spain. Knowledge of French is also beneficial, as it is another working language of the UN, enhancing the candidate's ability to engage with a broader range of stakeholders.
